Assistant County Solicitor - CYF (Children, Youth, and Families)
Allegheny County is seeking an Assistant County Solicitor for the Children, Youth, and Families (CYF) program. The role involves providing legal counsel and advice to the County Human Services Department, particularly in matters related to juvenile delinquency, custody proceedings, and dependency hearings.

Responsibilities
Provides legal counsel and advice to guide the County Human Services Department – and in particular the Office of Children, Youth and Families (CYF), the Area Agency on Aging (AAA) and the Office of Behavioral Health (OBH) in their actions and activities, including legal research and preparation of legal opinions
Provides legal advice and support to the County Human Services Department in all relevant matters, including juvenile delinquency proceedings, adult family custody proceedings, protection from abuse proceedings, and adult criminal proceedings
Argues the County's position in State appellate courts
Litigates dependency hearings in the Family Division of the Court of Common Pleas on behalf of the Office of Children Youth and Families
Represents the Office of Children Youth and Families in review hearings in dependency cases before Family Division hearing officers
Attends hearings before various agencies such as the Pennsylvania Department of Human Services
Provides legal services in all matters concerning CYF, such as attending meetings, reviewing correspondence, redacting records, and analyzing contracts
Performs other related duties as required or requested
Qualification
Required
A Law Degree from an accredited law school AND an active license to practice in the Commonwealth of Pennsylvania
One (1) year of legal representation experience involving social work related issues or Juvenile Court dependency matters is preferred
Candidates must successfully pass background check and drug screening/medical examinations as required for the position
Knowledge of Federal, State, and Municipal law
Knowledge of general trial tactics and procedures
Knowledge of judicial and administrative procedures and Rules of Evidence
Skill in Microsoft Office Suite
Ability to assess client situations and communicate effectively, both orally and in writing
Ability to work with a diverse and challenging client population
Ability to prepare various legal documents, e.g. contracts, legal briefs, etc
Ability to review and analyze proposed statutes, rules and regulations
Ability to develop productive working relationships with attorneys, other County employees and the public
Residency in Allegheny County within 1 year
Preferred
One (1) year of legal representation experience involving social work related issues or Juvenile Court dependency matters
