Engineering Construction Manager - Utilities

Responsibilities

Reviews cost reports, time sheets, equipment records, engineering reports, and project construction schedules to maintain overall schedules and ensure work is completed on time
Ensures quality control and safety policies are strictly observed
Maintains relationships with team members, clients, and subcontractors
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures, directing and implementing changes as needed
Works with the Engineering Services Manager reviewing proposals and critiques technical aspects of design; accepts/rejects technical submittals; reviews permit applications; validates and approves payment invoices; initiates construction change orders; documents project developments and changes; coordinates engineering construction activities; and provides assistance to other divisions as necessary
Coordinates with other department managers and divisions, provides information, technical expertise and support services regarding civil and environmental engineering issues, community interaction, project management, mapping, and Geographic Information Systems (GIS)
Oversees development of technical reports: compiles, calculates and analyzes data; prepares and files documents on department’s as-builts (record drawings); and tracks easements related to departmental projects
Ensures that project milestones/goals are met and adheres to approved budgets
Works in conjunction with the Engineering Services Manager to develop the division’s budget and capital improvement program; works with engineering and administrative staff to prepare and submit grant applications; and monitors same for compliance
Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains and awareness of new equipment, procedures, trends, and advances in the profession
Manages assigned staff; organizes, prioritizes and assigns work; monitors work in progress and inspects completed work; provides guidance, direction and technical expertise; and is responsible for the selection, promotion, training, safety, appraisal, and discipline of professional, technical, and administrative support staff
Provide exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication

Required

Bachelor's degree
Four (4) years of progressively responsible experience in engineering construction project management, to include lead or supervisory experience
Must maintain a valid Florida driver's license
Minimum of one (1): Registered Professional Engineer (P.E.) in Civil Engineering or ability to obtain registration in Florida within six (6) months of position assignment or Project Management Professional (PMP)
Thorough knowledge of the principles and practices of civil and environmental engineering, management principles, construction processes, and sufficient financial accounting knowledge to understand and prepare financial statements, cost analyses and budgets for divisional needs
Thorough knowledge of construction techniques involved in water and sewer utilities including computerized project management, treatment process automation, and GIS mapping skills
Considerable knowledge of federal, state, and local laws and policies relating to the design and construction of utility systems
Ability to review and evaluate plans, technical and environmental reports, and design utility systems to ensure compliance with local, state, and federal rules and regulations and industry standards
Ability to analyze a variety of administrative problems and to make sound policy and procedural recommendations
Strong leadership and managerial skills, including team building, mediation and motivational skills
Strong written and oral communication skills, to include public speaking skills and the ability to develop effective proposals
Ability to plan, organize, direct, and appraise the work of professional, technical, clerical, and unskilled personnel
Ability to establish and maintain effective working relationships with public officials, division directors, commissioners, representatives of other organizations, subordinates, and the general public
Skill in the use of standard office computer equipment and software applications
Ability to provide internal/external guidance and customer assistance via all forms of communication
