The City of Durham’s Department of Water Management is seeking an Engineering Manager to oversee capital projects related to water treatment and supply facilities. The role involves managing complex engineering projects, mentoring staff, and ensuring compliance with regulations while improving critical water resources for the community.

Responsibilities

Serves as a lead for capital project management on large, complex projects and/or multiple projects
Prepares, reviews, and analyzes engineering request for proposals/qualifications, contracts, agreements, reports, studies, presentations, plans, specifications, bids, and other documentation
Develops and administers contracts; develops project scopes, budgets, and schedules; reviews design submittals; provides technical expertise and consultation to City departments and external agencies
Makes decisions regarding contract amendments, construction change orders, project closeouts; reviews and approves plans, specifications, and other technical information; and ensures informational accuracy and compliance with requirements, standards, and applicable regulations, policies, and procedures
Drafts City Council and public communications; assists with the coordination of and/or attends public meetings
Oversees data collection and analysis; maintains records, logs, and databases; tracks post-implementation project progress and requirements
Designs, implements, and evaluates special projects
Prioritizes and manages divisional programs; work involves assessing City needs and requirements, researching technology and other trends, developing processes to improve operational efficiency, developing short- and long-term program budgets, staffing projects, establishing performance standards and goals, and performing related duties
Convenes and facilitates meetings; provides guidance to lower-level staff; responds to and investigates requests and inquiries; resolves escalated complaints and project-related issues
Incumbents supervise professional, paraprofessional, and/or support staff to include conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures
Develops operational policies and procedures; establishes project and unit goals; creates work plans and processes; identifies locations/areas requiring improvement

Required

Bachelor's degree in engineering
Five years of engineering experience in the water/wastewater industry or a closely related field
Two years of supervisory experience (such as a team lead, supervisor, manager, etc.)
A North Carolina Professional Engineer (PE) Registration (or if registered in another state, ability to obtain within 6 months of hire)
Valid North Carolina Class "C" Driver's License; if out-of-state, must obtain a NC license within 60 days of hire

Preferred

5 or more years of experience managing public bids for water/wastewater treatment capital projects either in the private or public sector
Knowledge of methods used in design and operation of water/wastewater treatment plants and/or dams
Knowledge of applicable laws and regulatory codes relevant to design, permitting, and operation of water/wastewater treatment plants and/or dams
Excellent written and oral communication skills
