Program Manager (Project), Basic & Transitional Studies (BaTS)

The Program Manager (Project) for Basic & Transitional Studies (BaTS) is responsible for managing student recruitment, guidance, and operations of specific programs, while also influencing program policies and financial decisions related to state and grant budgets.

Responsibilities
Manage document management system data collection and procedural documentation (i.e. SharePoint, SmartSheet, MS 365) for each program (ELA and ELI)
Coordinate with various campus services and departments (Enrollment Services, IT, Strategic Planning, etc) as needed to streamline program policies and procedures
Collect quarterly forms for retention- File forms according to College/Division/Program procedure
Manage and maintain program website in content management system according to division and college standards
Run various queries and reports in LACES, QARs, PeopleSoft, and TargetX student management systems
Run, review, and analyze quarterly budget reports, purchasing reconciliation, and invoices
Advise program chairs on fiscal and program data related decisions
Collaborate with staff, faculty, and leadership on federal data collection, verification, and reporting, and development and maintenance of such procedures to maintain state and federal regulations
Compile, analyze, and distribute program and general student data that is used for reports, accreditation, program planning, assessing effectiveness, enrollment projections and state reporting; coordinate with Enrollment Services and Effectiveness and Strategic Planning as needed
Maintain and verify program compliance to state and federal regulations
Attend state and federal workshops and trainings as needed
Guide prospective and current students by providing accurate information regarding each program
Meet with students individually and/or in groups in person, via phone, online, drop-in appointments
Mange and process intake paperwork, waitlist, and LACES forms
Organize and lead information sessions as needed
Plan ELA intake process and help proctor new student CASAS testing
Collaborate with BaTS program managers, navigators, and support staff to develop and maintain advising, intake, and enrollment management procedures that align with federal and state regulations
Collaborate with Enrollment Services and Public Safety to develop enrollment procedures and to process tuition waivers and parking passes
Assist faculty in scheduling CASAS post-testing
Create and distribute permission codes and assist with registration
Compile and review student information content for accuracy (waitlist, rosters)
Analyze and monitor student enrollment activities
Manage shared email inboxes
Implement improvements and systems to report outcomes and monitor compliance with grants and contracts
Collaborate with Program Chairs to plan quarterly classes based on retention, enrollment projections, and trends analysis
Collaborate with staff, faculty, and leadership to regularly review program pathways and compliance with federal and state regulations
Actively network and create successful partnerships across the college and larger community to strengthen the program
Network across statewide and local agencies regarding BEdA models, practices, programs, policies for consideration and integration at Bellevue College
Maintain and verify program compliance to state and federal regulations
Maintain state or federal required credentials for program management
Attend state and federal workshops and trainings as needed
Collaborate with Associate Dean and Program Chair(s) to develop annual marketing and recruitment plan for each program
Create, develop, compile and write communications and promotional literature for distribution via marketing materials (i.e. flyers, posters, brochures)
Manage and maintain program website with accurate and current information about the program, intake/registration processes and other useful resources for students
Collaborate with Institutional Advancement to create digital and print materials that are in line with Bellevue College branding and college policies
Work with Information Technology and Institutional Advancement to create translated versions of the website and print materials
Participate in campus outreach events
Collaborate with other campus departments to organize events and disseminate information about programs
Bi-weekly meetings with the Program Chair and/or faculty
Follow campus procedures to organize program related events/meetings (campus catering, meals with meetings)
Represent programs at meetings as assigned by Associate Dean of BaTs and ELI
Distribute information, initiatives, and actions to campus and community
Event planning (graduation, program meetings, staff meetings)
Room reservations for testing and registration
Other duties as assigned
Qualification
Required
Bachelor's degree from an accredited institution. Relevant work experience may be substituted for the education requirement
Two (2) years of related experience in a capacity that involves customer service, finance management, marketing, recruiting, organizing workflows, implementing policies and procedures, information compilation and database management
One (1) or more years of collecting, verifying, and analyzing data for program improvement
Intermediate experience with productivity tools and collaboration software, such as Microsoft 365, SharePoint, and Smart Sheet
Demonstrated ability with organizational, communication, and problem-solving skills
Effective communication skills with English learners
Demonstrated experience working with diverse colleagues and/or students in a collaborative and inclusive environment
Preferred
Knowledge or experience of Adult Education programs and international student visa statuses
Knowledge or experience in federal grant funding policies and procedures
One (1) or more years of working in Project/Program management
One (1) or more years of working in Higher Education
One (1) or more years of experience with HP, PeopleSoft, or a student management software
One (1) year of experience in operational budgets and contracts
Experience with website editing software
Experience using LEAN principles in process improvement, business operations, or Project/Program Management
