Program Analyst (Clinical Affairs)
The Henry M. Jackson Foundation for the Advancement of Military Medicine is seeking a Program Analyst (Clinical Affairs) to oversee a collection of projects supporting a long-term research initiative. This role involves guiding project managers and technical staff to ensure alignment with program objectives and managing key program elements such as goals, budgets, and quality control.

Responsibilities
Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership and project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes
Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate
Supervise, advise and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed
Support and participate in planning, creation and submission of proposals and agreements as requested
Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities
Qualification
Required
Prior experience within the DoD/VA systems of care required
Excellent oral and written communication skills required
Must be proficient with a multitude of Windows based, email and internet computer applications
Excellent organizational and time management skills required
Demonstrates accountability for practice through planned and continuous professional growth
S/he must adhere to legal, professional and ethical codes with respect to confidentiality and privacy
Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems
Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines
Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software
US Citizenship and the ability to obtain and maintain a T3/Secret Clearance, including background check and drug screening
Lifting: Requires lifting materials up to 25 lbs
Ability to stand or sit at a computer for prolonged periods
Preferred
Master's Degree in administration or planning preferred
Minimum of 3 years of program management experience preferred
Minimum of 3 years of experience implementing and administering a health program preferred
Prior experiences in the life sciences strongly preferred
Project Management Professional (PMP) preferred
