Corporate Estimating Manager (Engineer IV)
ReCon Management Services, Inc. is seeking a Corporate Estimating Manager to oversee a team of Estimating Engineers and ensure the implementation of consistent estimating procedures. The role involves managing workloads, reviewing technical proposals, and ensuring compliance with deadlines and corporate procedures.

Responsibilities
To establish and implement consistent procedures to be used by all estimators
To manage a team of approximately 8-10 Estimating Engineers by establishing assignments, schedules, and priorities and checking their work for technical correctness and compliance with corporate procedures
Review and improve existing estimating procedures, confirming departmental consistency
Establish and guide departmental and employees' roles and objectives
Assign, schedule, and prioritize workload among the Estimating department
Review all technical proposals for design correctness and compliance with estimating procedures
Ensure compliance with established deadlines
Prepare man hour budget and review forecast
Prepare scope documents as necessary
Prepare space, manpower & equipment required
Select staff
Prepare and evaluate schedule
Direct work
Attend/conduct meetings
Assignment of tasks and employees
Ensure technical compliance
Implement standards, specifications, and procedures
Quality review
Training & interviewing of personnel
Perform other job-related duties as assigned
Qualification
Required
Bachelor's degree in Engineering or related field, with minimum of 10 years relevant experience
Thorough understanding of design per ASME Sec VIII Div. 1, as well as fabrication and estimating methods related to pressure vessel and heat exchanger manufacturing
In-depth knowledge of the various Materials of Construction in ASME Sec. II
Basic understanding of thermal process & familiarity with HTRI
Read and interpret fabrication drawings and specifications
Exceptional communication skills, including technical writing
Work independently, able to organize self and others
Must be consistent in thought processes and work methodology
Valid Driver's License as per State law or requirement
Knowledge of regulatory codes and requirements in the related discipline required
Knowledge related to design in discipline field expected
Knowledge of key aspects of Civil, Mechanical, I/E and Chemical Engineering
Ability to walk up to one mile on industrial plant and construction sites outdoors at any time of the year
Ability to work in protective clothing which may elevate body temperatures by several degrees Fahrenheit for periods of up to 15 minutes without a break
Ability to use multi-level stair towers and rung ladders unassisted
Ability to hear safety alarms and signals while wearing hearing protection
Ability to sit at desk and operate computer for extended periods of time
Ability to stand, use hands and fingers, grip, handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; and talk and hear
Ability to see with visual acuity and distinguish between colors
Ability to operate a motor vehicle and have a valid driver's license
Ability to lift and carry 15 lbs. on a regular basis is required and at times lifting up to 25 lbs. may be required
Preferred
Professional Engineer License desired
Seeking to mentor younger engineers
Proficient in Microsoft Office and Outlook or similar software
Experienced with discipline-specific computer applications (i.e., ETAP, STAAD, CAESAR, etc.)
Communication – good oral and written skills are required
