Responsibilities

Conducting criminal and administrative investigations involving fraud, waste, and abuse
Collaborating and cooperating with prosecuting and law enforcement agencies as appropriate
Identifying, investigating, and recommending corrective actions associated with adverse findings resulting from investigations
Executing non-administrative authority and responsibilities such as having arrest authority, submitting warrants of arrest, and using subpoena powers, as needed or required
Summarizing, analyzing, and arranging resulting documentation and other evidence for review by the CityAuditor/Inspector General
Determining the sufficiency of evidence gathered and the admissibility of all pertinent data in each case to support criminal or civil action
Conducting complete and thorough interviews with employees, contractors, citizens, etc., to obtain factual statements and leads of suspected fraud, waste, or abuse
Writes reports, and presents evidence for Courts, Administration, and other entities

Required

Bachelor's degree in criminal justice, accounting, finance, business, or a related field
Two years of experience in conducting fraud, waste, and abuse investigations
The successful candidate will be required to obtain registration as a Special Conservator of the Peace to include required training and certification by the Virginia Department of Criminal Justice pursuant to the Code of Virginia, §6VAC20-230 of the Regulations Relating to Special Conservator of the Peace. This requirement must be completed within 12 months of hire
Knowledge of community relations
Computer programs such as Microsoft Office Suite
Electronic databases and related software applications within the department's focus area
Federal, state, and local laws, rules, regulations, codes, and statutes
Government administration and legislative processes
Government procurement, finance, and budgeting practices
Organizational structure in the focus area

Specific knowledge and standards within the focus area
Skill in coaching and mentoring employees
Communicating with various internal and external departments
Conducting extensive research

Preparing, writing, and reviewing reports and other work, including scope of work
Providing strategic oversight to City departments and functions
