Local Program Manager - Civil Engineer Transportation Advanced

Responsibilities

This position performs complex, independent, and innovative technical functions of a professional engineering nature along with responsible for administrative and financial management functions in the development, financial accounting, and monitoring of Region Improvement programs
The incumbent has primary responsibility for solicitation, engineering review, and financial oversight of state and federally funded local projects in the following programs:
• Surface Transportation Program-Urban (STP-U)
• Surface Transportation Program-Rural (STP-R)
• Surface Transportation Program-Local (STP-L)
• Local Bridge Program
• Congestion Mitigation/Air Quality (CMAQ)
• Highway Safety Improvement Program (HSIP)
• Transportation Alternatives Program (TAP)
• Transportation Economic Assistance Program (TEA)
• Carbon Reduction Program (CRP)
Other Activities Include
• Preparation of special studies and reports related to Region financial management and alternative transportation modes
• Assisting the Region Program, Scheduling & Financial Supervisor in the development and implementation of Region objectives by reviewing and recommending proposed policy and procedures of broad scope
• Interpreting and enforcing applicable Federal Regulations, Statutes, Administrative Rules, and established policies and procedures
• Providing financial, engineering, and technical assistance and recommendations to assure optimum utilization of Department resources
• Maintaining and improving professional engineering skills and knowledge
• Develop and revise project agreements

Required

A valid Professional Engineering registration and be able to obtain a Wisconsin PE registration within 3 months if PE registration is from another state
