Deputy Program Manager - USACIC
Celestar Corporation is seeking a Deputy Program Manager to support The U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. The role involves assisting the Program Manager in managing project operations, ensuring production schedules are met, and addressing production-related problems.

Responsibilities
The Deputy Program Manager shall assist the Program Manager in managing project operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers
Responsible for cost, schedule, performance and risk identification / mitigation on projects including but not limited to systems, tools, equipment, software, facilities and other activities
Coordinates resolutions to production-related problems
Qualification
Required
High School Diploma: 12 years of relevant experience with at least a portion of the experience within the last 2 years
Associates Degree: 10 years of relevant experience with at least a portion of the experience within the last 2 years
Bachelors Degree: 8 years of relevant experience with at least a portion of the experience within the last 2 years
Masters Degree or higher: 6 years of relevant experience with at least a portion of the experience within the last 2 years
Project Management Professional Certification (PMP) or equivalent
A Minimum of a Bachelor's Degree in Intelligence or related field
A minimum of 8 years experience, including the following: Minimum 4 years management experience
Minimum 5 years of experience as a credentialed CI Special Agent, or intelligence officer
Minimum 2 years of staff officer experience supporting an Intelligence organization, to include maintaining accountability of staffing actions, organizing senior-level meetings and briefings, coordinating personnel actions, and disseminating information across the command
Understanding of CI investigations, operations, and intelligence analysis
Must possess proficiency with Microsoft Office Suite
Must be able to work in a high-operational tempo environment
Must be able to work both independently or as a member of a team
Must be able to perform other duties, responsibilities and activities as needed
Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis
College education cannot be used in lieu of experience
