Senior Predictive Readiness Analyst

They are seeking a Senior Predictive Readiness Analyst to support the United States Air Force’s Deputy Chief of Staff for Training and Readiness, responsible for directing and supervising readiness and data analytic projects.

Responsibilities
Serve as the Project Manager, responsible for workload distribution and contract deliverables
Serve as the direct supervisor for the entire team, responsible for hiring and personnel management
Direct team to modify, update, and use appropriate models, computer programs, databases, or similar tools based on the direction of the Government
Provide support and operationalize a fully functional responsive model consistent with changing conditions, readiness reporting, forecasting requirements, and data analytics
Conduct detailed research and analyses to assist in development and support of implementation plans, executive reports, and existing reports and projects
Identify change management initiatives for readiness projects and incorporate into a plan of action to research, address, and document root causes for not meeting Air Force readiness requirements
Serve as the Air Force Readiness Division’s representative at predictive analytics and operations research community professional conferences, cross-talks, seminars, and other professional events
Interact with academic and analytic organizations to keep current with latest trends and techniques in the industry
Assist in force structure assessments, joint and regional issues, congressional matters and hearing questions for record, and senior leader congressional correspondences
Provide technical and analytical support capable of addressing routine and complex readiness reporting and prediction questions using agile predictive readiness modeling and simulation tools as well as predictive readiness analysis methodologies
Assist with providing briefings, conferences, and demonstrations on the Readiness Analysis and Decision Support Enterprise, to include DRRS readiness reporting analysis of Air Force units, key personnel, force structure, funding/ resourcing, logistics/maintenance/sustainment, equipment, training, and operational interactions in the context
Coordinate and communicate forecasting readiness assignments and suspense actions to applicable staff functions, tracks actions, and assist in crafting or completing the staff products
Monitor staff actions and other readiness requirements, including requests from Major Commands (MAJCOMs), the Air Staff including the SecAF, the JS, and the OSD
Updates five-year readiness level projections for Air Force units regularly, including force structure, end strength/personnel/manning, active/ reserve mix, training resources, support/sustainment resourcing, operations resources, force presentation/management
Conducts analysis of Aircraft Availability calculations for MAJCOMs and all MDSs in the Air Force inventory
Conducts analysis to support policy and funding changes to the Air Force Flying Hour Program. Delivers briefings and papers explaining the impacts to AF readiness if various courses of action are pursued in terms of funding levels for all required aircraft Mission Design Series (MDS)
Prepares draft bi-monthly Congressional testimony, written statements, and recommended questions for record
Incorporate the Space, Cyber, and ISR readiness analyses improvements into the overall adaptable predictive system of tools, techniques, and procedures
Provide technical insights and assist to resolve problems and issues involving the modification of mathematical models and computer programs to evaluate and predict the ability to support assigned missions
Qualification
Required
Active DOD Top Secret Clearance
PhD in modeling and simulation, operations research, or other related field
Minimum of 15 years of combined experience to include readiness analysis at the tactical, operational, and strategic levels as well as prior military staff experience
Minimum of 10 years of experience in predictive analysis including corporate processes to operational readiness
Minimum of 5 years of experience leading analytics teams and Air Force operations teams
Extensive knowledge of Air Force Operations to include 5 years of experience in supporting Air Staff or an equivalent strategic level
Active profile through published papers, conference attendance, or serving on advisory panels
Understanding of DRRS, readiness authoritative data systems, and related readiness systems
Prior work experience using data gathering and modeling methodology to include fuzzy set theory, neural networks, multi-attribute decision support methods, and statistical or mathematical problem solving
Capable of explaining and defending Air Force readiness analytic models, conclusions, projections, and data during annual audits
