Responsibilities
Overall project manager for projects with multiple dimensions. Manages vendors, consultants, and contractors in support of assigned projects. Prepares solicitations, submits grant applications, evaluates proposals, and administers contracts. Supervises assigned department staff
Technical expert for multiple projects and programs. Provide technical expertise in the evaluation and analysis of complex, sensitive, and political issues. Provide technical supervision, oversight, and quality control for specific disciplines
Prepares, coordinates, and leads project meetings with public and private entities, design professionals, utility companies, regulatory agencies, advisory groups, and political leaders
Obtains all project permits, approvals, and entitlements by researching, interpreting, and evaluating the regulatory framework of all agencies with jurisdictional authority. Coordinates other design professionals with subject matter expertise necessary to prepare, submit, and obtain permits
Manages the acquisition of property rights (easement or fee, temporary or permanent) necessary to facilitate capital projects. Researches deeds, conveyances, surveys, and other contemporary and historical documents of records. Coordinates and assists land surveyors in the collection of field data
Prepares complete contract documents for bidding purposes including plans, specifications, and estimates in accordance with Federal, State, and local regulations. Manages, inspects, and directs projects under construction. Responsible for project scope, schedule, and budget
Acts within the scope of his or her responsibilities, working as a public employee with courtesy and professionalism, and adhering to the highest standard of ethics in accordance with RCW 42.52

Qualification
Required
A Bachelor's degree in civil engineering and three (3) years of experience in civil engineering OR any equivalent combination of education and experience that demonstrates the knowledge, skills, and abilities to perform the essential functions of the job
A Washington State Driver's License
A Bachelor's degree in civil engineering or related field and eight (8) years of experience in civil engineering with two (2) years of supervisory experience
