Responsibilities

Collaborates with the Assistant Director of Finance to prepare, update, and maintain the Student Activity Fund (SAF) Manual for CCPS and ARGS
Provides training and technical assistance to school-based administrative and central office staff on SAF policies, purchase order processes, purchasing/travel card transactions, and online purchasing and reconciliation systems
Processes and reconciles purchasing/travel card and online purchasing-platform transactions
Monitors purchasing/travel card and online-purchasing platform usage to ensure compliance with CCPS practices and policies; Investigates and resolves discrepancies with statements
Sets up new purchasing/travel card accounts and manages limits according to district practices
Collaborates with CCPS, Chesterfield County Government, and online-purchasing platform staff to assist with account issues
Coordinates the annual internal and external audit processes for individual school Student Activity Funds
Establishes and manages charts of account codes for new programs and coordinates with the budget Department for appropriate funding sources and account coding
Reviews and processes requisitions, purchase orders, and emergency purchase requests, ensuring accuracy, compliance, and required approvals
Reconciles purchasing/travel card transactions with banking institutions and works with Chesterfield county Government to resolve discrepancies
Creates and maintains vendor accounts in the district-wide vendor systems, processes W-9s, and issues 1099s in compliance with IRS regulations
Supports the management of district-wide vendor files and ensures alignment with IRS records in the School Funds Online (SFO) Accounting System
Serves as a liaison with the Chesterfield County Purchasing Department and provides guidance to assignment locations regarding procurement procedures and financial systems
Processes and audits overnight travel vouchers in accordance with County and CCPS policies and collaborates on corrections when needed
Ensures compliance with the Federal Recordkeeping Act, the Code of Virginia, and Library of Virginia’s records retention policies
Serves as the designated Records Officer for all non-student records; reviews and approves destruction requests for compliance with the Virginia Public Records Act
Monitors the Financial Department email account, responds to finance-related inquiries, and provides administrative support or escalates issues as appropriate
Performs other duties as assigned

Required

Bachelor's Degree in a related field
Minimum of two years of experience involving the maintenance of complex accounting, financial, or statistical records, or an equivalent combination of education and demonstrated related experience
Considerable knowledge of accounting and public procurement principles, practices, laws, and regulations
Working knowledge of the bid and request for proposal (RFP) process, and of research methodologies
Working knowledge of records management requirements and retention policies in accordance with state and federal regulations
Demonstrated ability to communicate effectively, both orally and in writing
Ability to develop and maintain collaborative relationships with internal and external stakeholders
Demonstrated independent problem solving and analytical abilities, coupled with good troubleshooting skills
Proficiency in financial and enterprise software systems used for accounting, procurement, and reporting
Advanced skills in Microsoft and Google suites, and related tools for organizing, analyzing, and synthesizing financial data
