Mid-level Counterterrorism Research Analysis Support (College Park) - USACIC
Celestar Corporation is seeking a Mid-level Counterterrorism Research Analysis Support for JTF to support the U.S. Army Intelligence and Security Command. The role involves providing focused analysis of counterintelligence, counterterrorism, and related investigations to support national security efforts.

Responsibilities
The Counterterrorism Research Analysis Support shall provide focused analysis of counterintelligence (CI), counterterrorism (CT), counterespionage (CE), insider threat (IT) and cyber CI investigations in support of the JTTF Investigative Mission
Provide analysis of incoming reporting and referrals from across the U.S. Intelligence Community and from CI investigative, operational, collection, and targeting results
This analysis shall provide data for the JTTF to effectively scope potential leads and to determine the appropriate CI response, be it an investigation or other CI mission
Additionally, the analysis shall enable JTTF to maintain oversight on highly sensitive national security investigations and provide senior Army leaders, investigative managers, and field agents with appropriate perspective on threats to the U.S. Army for use in their decision making
Evaluate multiple analytical efforts underway that are related to major and ongoing national security investigations for redundancy and provide written reports to Government Team/Branch/Division Chiefs
Identify and disseminate FIE modus operandi by conducting in-depth reviews of historical CONUS-based CT investigations and provide periodic analytical updates on major investigations currently underway
Conduct extensive and in-depth liaison with counterintelligence analytical organizations across ACIC and the Intelligence Community at large in order to understand investigations in a broader national context and utilize a wide variety of unclassified and classified internal and external databases and resources to conduct data queries and provide written reports to Agents assigned to the JTTF program
Conduct exchanges with internal and external agency representatives and analysts
Conduct financial analysis in support of CT investigations
Conduct link chart analysis in support of CT investigations
Shall support the Joint Terrorism Task Force Program which provides analytical support service to ongoing operations and investigations in the field serviced across 16 JTTFs in CONUS where ACIC has agents staffed to provide Army support to the FBI’s JTTF Program supporting the full spectrum of CT investigations, operations, and collection missions
Research emerging analytical related methodologies, tradecraft, tools, and procedures used by FIE and FTO against U.S. Army equities and develop information papers for leadership
Provide comprehensive knowledge in all aspects involving sensitive investigations and operations involving networks, computers, and digital media
Mentor and support inspections of subordinate units in the appropriate methods to collect, store, and process all sources of analysis
Provide support as to how analytical applications can be used to facilitate national security crimes such as espionage or terrorism
Use oral and written communication skills in order to conduct briefings and discussions with internal and external senior leadership and to author memoranda and finished analytical products
Compile and disseminate metrics capturing cyber CI activities in support of investigations, collections, and operations
Exercise knowledge of key U.S. Intelligence and Law Enforcement community resources to identify and obtain relevant information and effect any necessary coordination for a CT-related investigation
Qualification
Required
High School Diploma: 12 years of relevant experience with at least a portion of the experience within the last 2 years
Associates Degree: 10 years of relevant experience with at least a portion of the experience within the last 2 years
Bachelors Degree: 8 years of relevant experience with at least a portion of the experience within the last 2 years
Masters Degree or higher: 6 years of relevant experience with at least a portion of the experience within the last 2 years
Must be a graduate of any of the following Military Department CI or All-Source Analysis Certifying Courses: Army – 35F Course (or Military Department / IC equivalent), Army – 350F Course (or Military Department / IC equivalent), Army – Counterintelligence Special Agent Course (CISAC), Army – 35CI Defensive Language Course (or its predecessor), Army – 351L Course (or its predecessor), Army – 35E Course, Air Force –Basic Special Investigators Course (BISC), U.S. Air Force Special Investigations Academy, or predecessor, Navy – Special Agent Basic Training Program (SABTB), Naval Criminal Investigative Service Training Academy, or predecessor
Minimum 8 years of experience as a CI or All-Source Analyst
Understanding of Intelligence Support to counterterrorism
Comprehensive understanding of FIE and FTO TTPs and methodologies
Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis
College education cannot be used in lieu of experience
