Responsibilities
Directs allocation of project resources to ensure objectives and commitments are effectively met within established timeframes
Oversees development of Project Management Plans (PMPs) to optimize schedule, cost, scope, acquisition planning, budget, and quality control for all designated projects
Monitors financial performance by controlling project costs, anticipating budget problems, and approving monthly project management reports
Conducts program analysis and reviews to compare progress with objectives, identify slippage, and determine corrective actions to maintain schedules
Coordinates planning, design, and construction execution of inland navigation projects to ensure integration and alignment with organizational goals and established timeframes
Provides direction to project managers to resolve planning, design, and construction problems while controlling costs and meeting schedules
Reviews project progress and contract modifications to assess alignment with milestones, objectives, and corporate commitments
Leads large matrixed teams by providing strategic direction, balancing workloads, and ensuring effective team performance across approximately 60 personnel
Manages team development and training by coaching team members, arranging training, and monitoring work progress to meet organizational goals
Communicates strategic plans and values to ensure alignment of team strategies and objectives with organizational goals
Facilitates resolution of complex problems by providing guidance to functional managers and ensuring quick resolution of project challenges
Advises on work methods and procedures to assist teams in identifying viable solutions and achieving project objectives
Identifies areas of slippage in project schedules and determines corrective actions to bring projects back on track
Represents team and program interests by conveying findings and recommendations to inland navigation stakeholders and securing necessary resources and decisions from supervisors
Participates in high-level conferences and briefings to make decisions and commitments regarding Corps of Engineers policies and resolve controversial issues
Ensures institutional continuity by working closely with Planning, Program, and Project Management (P3MD) to prioritize and execute Mega Projects effectively
Interfaces with senior leadership to communicate mission goals, objectives, and progress directly with District Commander, flag officers, and SES officials
Provides progress reports to District leadership to ensure planning, design, and construction problems are resolved and project costs and schedules are controlled
Communicates actionable events and milestones to team members to ensure clarity and alignment with project objectives and deadlines
Qualification
Required
You MUST be a US Citizen to be eligible
Demonstrated experience managing Vertical/Horizontal Construction Projects (Buildings, hydropower plants, pump station, Dams, Levees and flood control systems) to meet cost, schedule and quality goals
Leading or supervising multidisciplinary teams (e.g., project managers, engineers, schedulers, real estate specialists) to deliver engineering projects (e.g., Inland Navigation Infrastructure, Flood Risk Management Systems, Ecosystem Restoration, Water Resource Facilities)
Tracking project progress by reviewing schedules, budgets, and contract changes to ensure milestones are met
Resolving complex issues related to structural integrity, environmental compliance, and stakeholder needs for inland navigation systems and other civil works projects
Reporting project updates to higher leadership and stakeholders (e.g., U.S. Congress/Senate representatives, state governments, industry officials, local governments, and contractors) on construction progress
Bachelor's Degree in one of these disciplines: Civil Engineering, Architecture, Environmental, Electrical or Mechanical Engineering
