Precariously Housed Case Manager (Detroit Housing Services, Program Analyst Manager IV)

Responsibilities
Report to the Department Director or designee regarding progress of housing services programs
Assign work and supervise a team of the Housing Services Supervisors and Program Analysts
Hire staff to fill vacancies, provide for adequate training, and issue discipline as needed
Provide guidance and support to staff on complex issues
Coordinate responses to issues brought by City Council, auditors, HUD, and the public regarding the administration and outcomes of the program
Convene public meetings and solicit feedback on City led initiatives; coordinate and meet with representatives from other City departments, and State and Federal agencies to communicate on department priorities
Responsible for ensuring the integrity of pipeline data collection
Create, modify, and manage the division of labor and workflows for the division
Review performance and create work plans for staff, providing adequate training and tools for them to accomplish their agreed upon goals, and create Performance Improvement Plans as needed to address performance issues among staff
Lead team meetings, organize and facilitate the sharing of information for use by the Department’s leadership
Determine program goals and develop plans for the organization independently of or jointly with higher-level management
Determine resource needs and allocation of resources and account for their effective use
Determine the need and develop plans for organizational changes which have considerable impact, such as those involving basic structure, operating costs, or key positions
Consider a board spectrum of factors when making decisions (or recommendations to higher-level management) including public relations, City Council, County and State relations, labor-management relations, public policy stances, and the effect on other organizations, economic impact, and the like
Coordinate program efforts with other internal activities or with the activities of other agencies
Qualification
Required
Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field
Minimum of five (5) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data
One (1) year experience in a supervisory capacity over program analyst professionals or supervisors
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position
Preferred
Minimum of seven (7) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data
Three (3) years of experience in a supervisory capacity over program analyst professionals or supervisors
Master's degree in one of the above fields
