CITY ENGINEER
The City of Fairburn is seeking to fill an experienced and professional City Engineer. This role involves complex engineering work related to land development, storm water management, and traffic design, as well as reviewing and approving engineering plans.

Responsibilities
Plans, organizes, and coordinates engineering design, contract preparation and review, and site suitability studies
Participates in the development of the work plans related to engineering functions; Establishes appropriate engineering standards for city infrastructure
Selects, oversees, and evaluates adequacy of consultant engineering services; prepares requests for proposal; coordinates contract activities and provides technical advice and interpretation as required
Works closely with the Public Works Director in the development and implementation of long- and short-term strategies
Reviews and approves all capital improvement designs and projects in addition to projects within the City’s right of way, including oversite and approval of project work from other divisions and departments
Reviews Site Development Plans, Traffic Studies, Hydrology Reports, and other engineering related documents associated with private development projects
Participates in the development of work plans related to engineering functions
Coordinates project implementation by interacting with the various parties involved and makes recommendations for engineering and project success
Investigates and responds to inquiries and concerns for contractors, staff, the general public, and other organizational agencies
Completes engineering functions such as inspecting project sites, estimating project costs, and managing the progress of projects
Prepares, approves, evaluates, and maintains related engineering reports and other information such as specifications, project invoices, proposals, grant applications, permits, and/or budgets
Coordinates the City's SPLOST funded transportation
Oversees the City's monitoring and enforcement of applicable erosion, sedimentation and pollution control laws
Establishes and maintains cooperative working relationships with those contacted in the course of work
Performs other related duties as assigned
Qualification
Required
Bachelors' degree in Civil Engineering, Public Administration, or closely related field or completion of an Accreditation Board of Engineering and Technology (ABET) program
Five (5) years of related experience in engineering
Valid State of Georgia driver's license and satisfactory motor vehicle record (MVR)
Must possess and maintain Georgia Professional Engineer (PE) license
Must possess Soil & Water Level II/Certification; or be able to obtain within three (3) months of employment
Requires an acceptable general background check to include a local and state criminal history check and an acceptable driving record
Requires satisfactory results from a pre-employment alcohol and controlled substance testing
Must be available for emergency call-in on weekends, nights, and holidays
Knowledge of Civil Engineering professional practices and ethical responsibilities
Thorough knowledge of Local, State, and Federal laws, regulations and policies related to planning, developing, construction, and maintenance of Municipal Public Works
Knowledge of civil engineering design and federal, state, and local regulations related to civil engineering including the principles and theory of applied engineering, design, and construction
Knowledge of the methods and materials used in the design, construction, and inspection of varied civil engineering projects
Knowledge of Floodplain management
Knowledge of the Georgia Department of Transportation (GDOT) plan development process
Skill in the interpretation and application of regulations, codes, and ordinances
Skill in evaluating the best method of research and then exercising appropriate judgment in establishing priorities and resolving complex matters
Ability to conduct complex civil engineering research projects, evaluate alternatives, make sound recommendations, and prepare effective technical reports
Ability to analyze and interpret engineering plans and specifications in accordance with design requirements and applicable standards and regulations
Ability to analyze engineering problems, identify alternative solutions and consequences, and make sound recommendations
Ability to plan and program engineering work on both a long- and short-term basis
Ability to read plans and other engineering documents
Ability to develop and maintain effective working relationships with those contacted in the course of work
Preferred
Experience in local or county government
Experience and background in Civil Engineering
CDL license preferred
