Transportation Engineering Director

Pasco County is seeking a visionary and strategic leader for the Transportation Engineering Department. The Transportation Engineering Director will oversee a team of approximately 75 employees, manage capital projects, and coordinate with various stakeholders to deliver effective transportation solutions.

Responsibilities

Oversees, directs, and manages the personnel of the Transportation Engineering Department. Provides employee training and counseling
Conducts performance evaluations of employees
Oversees the development and implementation of the department’s written standard operating procedures and administrative policies
Participates in the development of the Five-Year Transportation Capital Improvement Plan (TCIP)
Implements and manages the TCIP
Coordinates with external stakeholders including the Pasco County Metropolitan Planning Organization, the Florida Department of Transportation, the Florida’s Turnpike Enterprise, local municipalities, developers, consultants, community organizations and various regional and national transportation partners to support the implementation of the County’s long-range transportation plan
Coordinates and communicates with internal teams including the County Attorney’s Office, Development Services, Pasco Utilities and Public Works for the successful delivery of TCIP projects. Manages the design and execution of transportation projects to ensure adherence to quality, budget, and timeline requirements
Supervises project managers and is engaged in the procurement and management of professional services agreements for roadway planning and design, contract documentation and computations
Supervises the assembly of roadway design plans, signing and pavement marking plans, signalization plans, lighting plans, scopes of work, bid packages, design exceptions and variations, and utility work schedules
Reviews contracts with engineering consultants and construction contractors to ensure compliance with project requirements and budgets
Reviews Engineer of Record probable cost estimates. Determines bid items and associated quantities
Develops and updates project schedules. Ensures projects meet local, state and federal regulatory requirements
Provides expert advice on transportation design, construction, maintenance, and operations
Makes presentations to the Board of County Commissioners and represents the County at public meetings and workshops
Prepares, presents, and maintains the department’s operating and capital budgets
Supports the County Attorney’s Office with providing expert witness testimony
Addresses inquiries from the County’s elected officials and leaders, and the public regarding transportation capital projects and public infrastructure
Performs other related duties as required

Required

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering
Ten (10) years of experience in transportation infrastructure planning, design, and construction expertise required
Five (5) years' supervisory experience leading a team of professionals required
Must possess a valid Florida driver's license
Must possess and maintain Professional Engineer (P.E.) license issued by the State of Florida
Ability to communicate effectively using verbal, written and visual communication
Ability to maintain an enthusiastic, self-reliant and self-starting approach to meet job responsibilities
Ability to anticipate work to be done and initiate proper and acceptable direction for completion of work with a minimum of supervision and instruction
Knowledge of the Minimum Standards for Design, Construction, and Maintenance Streets and Highways (Florida Greenbook) and the FDOT's Florida Design Manual
Knowledge of the Southwest Florida Water Management District's, U.S. Corps of Engineers and other regulatory agencies' permitting requirements
Knowledge of Florida Statutes, as they relate to the operation of County's government and transportation matters
Knowledge of federal, state, and private transportation grants
Knowledge of the County's Land Development Code
Knowledge of the practices utilized in government budgeting and cost reduction
Ability to supervise the work of a large staff of professional, technical, and clerical employees
Ability to direct and carry out complex oral and written instructions
Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies, and the public
