Public Works Director

The Coeur d'Alene Tribe is seeking a Public Works Director responsible for planning and implementing community development plans and managing the Public Works Department. This role involves supervising various projects, grant writing, and ensuring effective service delivery within the community.

Government Administration

Responsibilities

Research and design project work plans, budgets and operating plans for proposals and coordinates with departments and the community of facility needs
Prepares and submits grant applications to federal, state and local agencies for facilities. Prepares and distributes requests for consultants, architects and construction bids
Prepares project construction estimates and schedules, monitors construction contracts, reviews progress payments and recommends payment
Coordinates permits and easements for infrastructure with Tribal, City and County departments
Serves as project manager on large-scale interdepartmental or multi-disciplinary projects
Plan, assign, coordinate and review the activities of project planners and ensure that plans and projects are professionally conceived, developed and implemented
Supervise, schedule, assign, coordinate, and monitor the work of professional and technical staff
Conducts and participates in special studies of land use, land economics, demographics, transportation systems and other factors relating to zoning and planning issues
Develops and recommends various land use controls, standards and ordinances. Drafts environmental checklists for Tribal community facility projects
Drafts Tribal road and transportation planning documents including Bureau of Indian Affairs Road inventory and transportation plan documents
Develops and maintains a computerized database for use in various regional planning functions
Prepares and assists in the preparation of special studies, reports, and graphic materials related to planning issues
Prepares reports of planning studies and ensures proper records are maintained
Identify opportunities for innovation and improvement; and direct the implementation of changes
Select, train, motivate, and evaluate Department personnel; provide or coordinate staff training; work with employees to correct deficiencies; and implement discipline and termination procedures
Must have strong customer service skills and the ability to defuse tense situations while maintaining a professional demeanor
Must be culturally sensitive to a diverse customer population and able to interact tactfully and positively with Tribal members, all levels of tribal staff and management
Must show the highest of professional standards and promotes a positive image of the Tribe and its administration at all times
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures

Required

Requires a Bachelor's Degree in Planning, Public Administration, Construction Management and/or a closely related field. Years of experience may substitute for college degree
Three years of experience in project planning, construction project management and grant writing
Must support the Coeur d'Alene Tribe's: vision, mission, and core values per Coeur d'Alene Tribal Resolution 015(2020)
Comply with all other Health policies established by the Tribe or department
No offenses related to dishonesty or theft
Must possess a valid driver's license
Must be computer literate and demonstrate experience and knowledge using word processing and spreadsheets
Ability to read, analyze and interpret general professional journals, technical procedures or governmental regulations
Demonstrates knowledge of planning principles and techniques, statistical applications used in regional planning modeling; transportation system analysis; planning and computer modeling; applicable Federal, State and local laws; regulations, policies, procedures, current literature, trends and regulations
