Senior Engineer-Stormwater

Responsibilities

Provides engineering project and contract management of stormwater related capital improvement projects (CIP) from planning through design and construction, including but not limited to, fish passage culverts and weirs, regional stormwater facilities, stormwater conveyance, flooding, erosion control projects, and large stormwater maintenance projects
Provides project and financial management, oversight, work direction, guidance, technical assistance, coordination, and review work of consultant service providers; writes and reviews specifications for bids and negotiates agreements with contractors
Assists in the management, development and implementation of basin plans, critical drainage area plans, regional stormwater facilities, water quality monitoring plans and others related to water resources management
Serves as an in-house storm and surface water engineer and technical expert in reviewing the planning and design of large private developments and Public Works and Parks CIP; investigates and prepares recommended solutions to various surface and stormwater related problems
Assists the City in complying with National Pollution Discharge Elimination System (NPDES) Phase II permit requirements, which may include coordination with local jurisdictions to implement regional water resource related programs
Participates in the coordination of planning, resource allocation, and budget development to ensure efficient project and program performance
Participates in the development, interpretation, implementation and enforcement of codes, ordinances and policies related to storm drainage and surface water management issues
Provides project and financial management, oversight, work direction, guidance, technical assistance, coordination, and review work of consultant service providers; writes and reviews specifications for bids and negotiates agreements with contractors
Resolves contract disputes, works with project teams regarding payment or scope of contract, and coordinates with City Attorney on resolutions, as necessary
Reviews engineering plans, specifications, estimates, and other engineering documents for compliance with current engineering standards and practices
Represents the city in negotiations with businesses, contractors, property owners, and other jurisdictions, with the ability to commit certain city resources to achieve work objectives
Writes grants and administers grant agreements for projects related to storm and surface water management
Responds to questions and complaints from the public concerning drainage and development issues, including investigation and documentation of illicit discharges
Assists with emergency response
May present to Council, Boards and Commissions, and other public meetings and represents the city at meetings and events; attends evening and/or weekend meetings and events based on organizational responsibilities and/or requirements
Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds

Required

Bachelor's degree in civil or environmental engineering
Five (5) years of experience in project management of design, construction, and maintenance of storm and surface water projects, stormwater-related planning projects, and related policy development
Licensed in Washington State as a Professional Engineer (PE)
CESCL Certification
Confined Space Training
May be required to possess and maintain a valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines

Preferred

Master's degree in civil or environmental engineering
Five (5) years of experience with government or consulting firm in stormwater planning, development, implementation, and management
