GENERAL PROFESSIONAL VI (DATA GOVERNANCE MANAGER) - EWA, OAHU (OHHI)

NEOGOV is seeking a General Professional VI (Data Governance Manager) to oversee data governance related to the health analytics program within the Department of Human Services, Med-QUEST Division. This role involves developing a governance framework, ensuring data security and quality, and coordinating efforts to improve data quality and promote data sharing among stakeholders.

Responsibilities

Develop a governance framework as well as policies, standards, governance metrics, and processes to ensure data security and quality
Serve as the subject matter expert in all centralized data governance tools and systems
Consult with data stakeholders
Coordinate efforts to introduce new data sources to the health analytics program to improve existing data
Participate in division and program level strategic planning and monitoring progress towards program objectives
Create user manuals, forms, templates, and instructions as resources for new and existing business users requesting data from the APCD
Contribute to research strategy development for the HAO

Required

Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States
Basic Education: Bachelor's degree from an accredited four-year college or university
General Experience: One (1) year of responsible professional work experience which required a high degree of analytical skill. Such experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action
The experience must have been comparable to the General Professional IV or higher in the State service AND must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of this position
Selective Certification Requirement (Data Governance Experience): In order to effectively perform the duties and responsibilities of this position, applicants MUST possess demonstrated knowledge of data protection (e.g. HIPAA, protected health information; data privacy rules; data security) and data release standards and best practices (e.g. standard data sharing or data usage agreements; data dictionaries or other types of data documentation; policies, rules, or procedures for the use or storage of data or datasets). Additionally, applicants must have the ability to conduct data quality control and issue resolution including identifying data quality issues and cleansing data or improving data quality; communicate effectively with multi-stakeholder audiences orally and in writing; and develop training or written protocols, rules, and processes
Certification of eligibles for this position shall be restricted to those applicants who meet the minimum qualification requirements of the General Professional VI class of work, and whose professional work experience includes at least One (1) year of responsible professional work experience in two or more of the following: 1) Developing, implementing, and/or managing data governance standards for multi-stakeholder data sets, including but not limited to data ingestion, quality checking, transformation, documentation, use and release. 2) Leading or facilitating collaborative projects among a variety of stakeholders, including agency leadership, technical staff, and subject matter experts. 3) Working with staff in one organization or across multiple organizations to improve data quality or promote data sharing
