Survivor's Network Lead, ILAB Research Support Services (proposal)
Tetra Tech, through its Management Systems International (MSI) division, is pursuing a five-year contract to provide research and support services to the U.S. Department of Labor's Bureau of International Labor Affairs. The Survivor's Network Lead will be responsible for developing and implementing strategies for survivor engagement, conducting interviews, and ensuring compliance with ethical standards while supporting the needs of survivors.

Responsibilities
Draft and finalize Terms of Reference (TORs) for the Survivor Network, including purpose, roles, communication protocols, and consent procedures
Develop a Survivor Engagement Strategy outlining recruitment criteria, informed-consent processes, codes of conduct, honoraria/stipend guidelines, and risk-mitigation measures
Secure DOL/COR approval of TORs and Engagement Strategy
Identify and recruit a diverse cohort of survivors across target regions, leveraging partner NGOs, survivor-led organizations, and community contacts
Conduct confidential intake interviews and obtain informed consent in accordance with ethical protocols and local regulations
Deliver orientation sessions (virtual or in-person) to familiarize participants with network objectives, expectations, and support mechanisms
Schedule and facilitate periodic survivor focus groups and individual consultations to inform research instruments and validate findings
Maintain a secure, encrypted database of survivor contacts, engagement logs, and consent documentation
Provide ongoing support to survivors, including referrals to psychosocial resources as needed
Produce a Summary Report after each engagement activity, including attendance, key themes, methodological notes, and recommendations
Compile electronic source files—interview notes, focus-group transcripts, and supporting documents—in ILAB-approved formats
Deliver draft and final TORs, Engagement Strategy, and periodic network performance updates according to agreed timelines
Coordinate with the Team Leader, Evaluation & Research Lead, and Communications Lead to integrate survivor inputs into questionnaires, policy briefs, and human-interest stories
Ensure all network activities comply with DOL’s scientific integrity and ethical standards, including protection of personal data and prevention of re-traumatization
Qualification
Required
Master's degree in social work, international development, public health, human rights, or related field
Minimum eight years of experience designing and managing survivor-centered programs, preferably in forced labor or child labor contexts
Demonstrated expertise in trauma-informed methodologies and ethical engagement of vulnerable populations
Strong organizational skills; proficiency with secure data-management tools and confidentiality protocols
Excellent interpersonal and cross-cultural communication skills
Ability to work part-time yet maintain consistent responsiveness to team needs
