CHAIR OF THE DIVISION OF CORRECTIONAL HEALTH

Cook County Health is seeking a Chair of the Division of Correctional Health to provide administrative and clinical support to the Department Chair's duties. This role involves supervising medical staff, coordinating quality improvement activities, and ensuring compliance with healthcare standards while delivering direct patient care services.

Responsibilities

Collective Bargaining Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
Participate in collective bargaining negotiations, caucus discussions and working meetings
Document, recommend and effectuate discipline at all levels
Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Direct and effectuate CCH management policies and practices
Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Contribute to the management of CCH staff and CCH systemic development and success
Discuss and develop CCH system policies and procedures
Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary: hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
Work with Labor Relations to discern past practice when necessary
Assists the Chair in oversight of clinical services provided by Cermak Health Services (CHS)
Works a minimum of 2080 hours per year, with a minimum of 80% clinical activity time unless an alternate arrangement has been approved by the Chair of the Department of Correctional Health
Participates in strategic planning for all clinical and support services of CHS
Assists the Chair in implementing clinical initiatives that address the healthcare needs of the patient population served by CHS
Coordinates the data collection of core measures, their monthly reportage to departmental and hospital wide committees, and dissemination of feedback to the department
Chairs, co-chairs, and participates in CHS, Cook County Health & Hospitals System, (CCH), Department, or Cook County Department of Corrections (CCDOC) committees as directed by Chair
Represents the Chair at CHS, Stroger, CCH, CCDOC and other meetings as directed by Chair
In collaboration with the Chair, provides strategic direction for the continued development of clinical information systems
Plans, develops and implements departmental policies on programs of instruction and research as they relate to administrative operations
Oversees the development and implementation of proactive patient safety measures such as patient safety rounds, and multidisciplinary walk rounds
Minimizes practice variance through regular multidisciplinary development and review of patient care protocols and process design focused on providing care that is safe, timely, effective, efficient, equitable, and patient centered
In collaboration with the Chair and Department Heads, establishes projections for patient care activity and expense, partnering for development of proposals for new administrative services or programs to support clinical operations
Collaborates on the responses to Patient Grievances and notifies the Chair and Department Heads of grievances requiring corrective action plans
Participates in the daily CHS/CCDOC huddle reviewing daily incident reports and communicates with CHS departments and CCDOC about any required actions
Assists the Chair in the coordination of care for patients with extraordinary medical conditions or needs that may require communication with CCDOC and the judicial system for compassionate considerations
In collaboration with the Chair and the Associate Chair for Clinical Operations, establishes strategic plan for clinical and support services, capital equipment acquisitions, facilities renovations, space allocations and the development of capital fund requests as they relate to the clinical mission
In collaboration with the Chair, assures compliance with accreditation, regulatory and licensing standards
Under the direction of the Chair, participates in arrangement of clinical services, program planning and policy development with other entities in the CCH
Participates in evening and weekend clinical supervisory on-call schedule addressing issues that impact on health care delivery to the CHS patient population

Required

Doctor of Medicine (MD) or Doctor of Osteopathy Medicine (DO) from an accredited college or university
Must be Licensed as a Physician in the State of Illinois prior to starting employment
Must be cleared for privileges by Medical Staff Services by start of employment Board Certification in respective medical specialty
Completion of an accredited residency program in Emergency Medicine, Internal Medicine or Family Medicine
Three (3) years of experience working as a clinical provider in a complex organizational culture and reporting structure
Three (3) years of management and leadership experience in a complex healthcare environment
Knowledge of quality assurance principles and guidelines
Working knowledge of Microsoft Office Suite including Word and Excel
Excellent verbal and written communication skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups
Strong interpersonal and empathy skills
Demonstrate clinical research skills and techniques for extracting and reporting information
Demonstrate analytical and organizational, problem-solving, critical thinking, and conflict management/resolution skills
Demonstrate attention to detail, accuracy and precision in decision making
Demonstrate the ability to teach, educate (ACGME) and research grant programs
Demonstrate the ability to prepare annual reports, conduct budgetary planning and management of personnel
Ability to multi-task and meet deadlines in a fast paced and stressful environment
Ability to adhere to department policies and standards utilizing best practices
Ability to maintain a professional demeanor and composure when challenged
Ability to function autonomously and as a team member in a multidisciplinary team
Ability to train by presenting concepts and demonstrating tasks
Ability to perform accurate and reliable mathematical and budget estimates
Ability to see and hear clearly (including with correction)
Demonstrate superb hand washing and sanitizing practices
Demonstrate the ability to follow department specific engineering, work practice controls and work area safety precautions
Must follow CCH protocol when exposed to noise, chemicals, disease, blood borne pathogens, patient violence and procedural injuries

Preferred

Board Certification in respective medical specialty, preferably in an adult primary care discipline
One (1) year of experience with implementing operational improvements in a healthcare setting
