Business and Financial Management Analyst

Responsibilities

Track commitments, obligations, and expenditures, generate Purchase Requests, develop spend plans and prepare financial briefing material
Pull and analyze financial reports from MISIL, SCIP and Navy ERP to support FMS case execution
Monitor obligation and expenditure data to achieve obligations and expenditure goals
Compare financial data to financial spending plans and reconcile discrepancies for monthly financial status reviews
Prepare execution data reports for regularly scheduled execution reviews
Manage, coordinate and track Government Furnished Equipment (GFE) 7300 forms and Obligation Phasing Plans (OPP) submitted by Participating Acquisition Resource Managers (PARM)
Manage, maintain, coordinate and track Warfare Center Task Planning Sheets (TPSs) preparation (in NEPS) submitted by Warfare Centers/Performing Activities
Ensure data submitted in 7300s, OPPs and TPSs is consistent with phasing and spending plans and meets program funding level objectives
Prepare, stage, and track financial/funding documents in Navy Enterprise Resource Planning (ERP) in order to fund Warfare Centers and Performing Activities consistent with submitted and approved TPSs, procure Ordnance and Government Furnished Equipment consistent with submitted and approved OPPs, and other services and procurements as required
Develop presentations with narrative and statistical analysis of current funding, projected spending, and budget limitations; ability to explain discrepancies and identify potential solutions

Required

US Citizenship is required with Secret Clearance or the ability to obtain/maintain such clearance
3+ years' experience in DoD/USN financial management (USN or FMS)
Experience with SCIP, MISIL
Bachelor's degree in business administration, finance, accounting or related field
Experience supporting a NAVSEA Program Office
2+ years' experience with Navy ERP

Preferred

Strong communication skills
Knowledge of COBRA, DIFS, DSAMS
Good personal computer and business solutions software skills. (Excel)
Good presentation skills
Strong organization and time management skills
Strong analytical and problem-solving skills
Ability to work independently and/or as part of a team
