GovCIO is currently hiring for an IT Program Manager to support enterprise IT operations for the Office of Naval Intelligence Hopper Global Communications Center. Responsibilities

Creates integrated project plans for contract deliverables and new products in development projects

Manages a project team comprised of a multidisciplinary staff

Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports

Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives

Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers

Generally reports to a Program Manager

Manages the direction of a project through the design, implementation, and testing in accordance with project objectives

Defines requirements and plans project lifecycle deployment

Supervises professional and technical support personnel performing in their regular disciplines

Schedules tasks and coordinates with various team members to accomplish the results

Manages the integration of vendor tasks and tracks and reviews vendor deliverables

Ensures adherence to quality standards and reviews project deliverables

Conducts project meetings and is responsible for project tracking, analysis and reporting

Bachelor's with 8+ years (or commensurate experience)

Clearance: TS/SCI

Must possess at least one of the following certifications: PMP, CISSP, or CASP

BS or BA degree in Business Administration, Engineering Management, Engineering or Engineering Discipline desired

At least ten (10) years of professional experience in Defense acquisition, and four (4) of the required ten (10) years of experience must be in support of Navy Acquisition management, or an equal level of Federal and Navy Contract Management experience

Management and Supervision experience relating to the design, development, integration, testing and fielding of DoDIIS communication systems and networks. Experience in initiating and maintaining technical direction within broad program objectives directly related to communication systems and networks

Knowledgeable of DoD acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DoD 5000 series

Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management

Experience managing complex programs, coordinating teams, handling risks, ensuring timely and cost-effective delivery, and maintaining stakeholder communication
