Program Manager - Family & Youth F & C
Bill Wilson Center is a community-focused organization providing services to children, youth, young adults, and families in Santa Clara County. The F&C Program Manager is responsible for overseeing the Family & Children’s Outpatient Continuum Program, ensuring staff management, program development, and compliance while building relationships with community partners.

Responsibilities
Hiring, training, and weekly (non-BBS) supervision of a team of mental health professionals and paraprofessional staff
Management and oversight of staff caseloads and billable hours to standard, and assignment of incoming referrals
Review staff documentation and provide feedback/ correction to ensure compliance to Medi-Cal, legal, and ethical standards
Provide coaching, feedback, and corrective action as needed to support staff’s professional development
Conduct initial 6-month reviews for new hires and annual performance reviews for staff
Ensure that all services are focused on strength-based, individualized care that aligns with Agency values and program structure/ anticipated outcomes
Serve a small caseload of clients if/when needed based on program capacity
Participate in on-call management rotation (including afterhours/ weekends) every 3-6 weeks (additional stipend provided)
Budgeting, tracking expenses, and ensuring financial sustainability
Building and maintaining relationships with community partners and schools
Conduct monthly chart audits in coordination with staff and the Quality Improvement team
Monitor and evaluate outcomes data, identifying strengths and addressing areas of improvement
Participate in and provide clinical supervision, consultations, and training
Maintain all Program Practices and Compliance Policy and Procedures per contract requirements and agency policies
Assist with data collection and provide reports as required and within deadlines
Collaborates with other BWC managers at the worksite and within the Behavioral Health leadership team to ensure continuum of services across programs and a cohesive, positive working environment
Attend community, partnership, and Santa Clara County Behavioral Health meetings and workgroups representing our programs and Agency
Keep the work area clean and report any maintenance or safety concerns immediately
Regular attendance is essential for this job

Qualification
Required
Licensure as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC) in California
Experience with Medi-Cal Specialty Mental Health Services is desirable
Bilingual communication and documentation skills (English/ Spanish) are highly valued
Demonstrated understanding of family-focused interventions and strategies that support whole families including parents and caregivers
Strong understanding of trauma-focused interventions and trauma-informed practices
Strong understanding of LGBTQ+ affirming care and practices
Demonstrated understanding of oppression and social injustice issues as they impact the Agency's' primary service area communities, commitment to cultural humility, and ability to manage and promote healthy interpersonal relationships in a multicultural workplace
Demonstrated ability to assess risk and guide staff in interventions to assess and address suicidality, homicidality, and other safety concerns
Understand and follow documents such as safety rules, contracts and government notices, operating and maintenance instructions, and procedure manuals
Ability to effectively develop and maintain a schedule of weekly activities and meetings that balances multiple priorities
Ability to document activities related to services provided and review written documents
Ability to communicate clearly and professionally with staff, colleagues, clients and families
Ability to facilitate and to participate effectively in group discussions and meetings
Basic math skills to track hours, productivity, and expenses for reimbursement
Ability to solve practical problems using instructions and resources available in written, verbal, diagram and/or spreadsheet formats
Ability to remain calm in escalated situations
Effective independent judgment and decision-making ability
Knowledge of state regulations with regard to ethics, treatment, patient rights and confidentiality
Intermediate computer skills required, including learning new software and applications
Must have a valid California driver's license and access to a personal vehicle with current insurance that can be used for company business
Personal cellular phone that can be used for company business
Current CPR and First Aid Certification required (or complete within 30 days of hire)
Pass a background check and fingerprinting
