Deputy Department Director - Communications and Marketing

NEOGOV is seeking a skilled professional to serve as the Deputy Department Director for Communications and Marketing within the City of Richmond's Department of Public Utilities. The role involves leading the department’s communications efforts, managing staff, and developing strategic communication plans to ensure compliance and effective engagement both internally and externally.

Responsibilities

Direct, manage, and supervise staff; perform some supervisory duties such as performance evaluations and training; support managers as needed
Provide direction and communicate to managers and direct reports
Manage, implement, and monitor large scale projects, programs, budgets, etc.; determine each staff member's role
Take lead role in emergency response and crisis communication
Facilitate responses to media inquiries and Freedom of Information Act requests
Ensure completion of departmental strategic plan and performance measurements, and integration with City’s strategic action plan
Coordinate with engineers and project managers to facilitate communication for planned and unplanned utility work
Coordinate employee engagement activities
Prepare, review, edit, and approve various documents, reports, contracts, expenditures, packets, budgets, etc.; ensure proper reporting to include regulatory compliance documents
Prepare presentations; conduct, attend, and participate in various meetings
Work with various internal and external departments on special assignments or projects; coordinates projects as needed
Work and consult with others to accomplish or expand projects, reach goals and resolve issues
Stay abreast of industry trends and best practices to refine and optimize communication strategies
Respond to and resolves inquiries, requests and proposals

Required

Bachelor's Degree in communications, public relations, marketing, or business administration
Eight years of progressively responsible related experience that includes significant management and supervisory experience
Some departments may prefer a Master's Degree in a field directly related to the assignment
Some positions may have additional specialized requirements
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
Substantial experience and knowledge in the implementation of communications and public relations policies and best practices
Some departments and positions may require or prefer licenses or certifications in area of focus
Knowledge of computer programs such as Microsoft Office Suite and Adobe Creative Cloud Suite
Knowledge of planning and marketing principles
Knowledge of policies and procedures
Knowledge of project management
Knowledge of emergency management operations
Knowledge of financial management
Knowledge of federal regulations related to gas and water industries
Knowledge of federal regulations related to communications
Knowledge of human resource management
Knowledge of accounting, finance, and economics
In-depth knowledge of communications, civic engagement, and public relations
Knowledge of applicable local, federal, and state laws and policies
Knowledge of operating processes
Knowledge of Richmond community awareness and values
Knowledge of services that can be provided by technology as well as contractors and consultants in the fields of communications, civic engagement, and public relations
