Responsibilities
Develop and execute HR strategies aligned with city objectives
Oversee all HR divisions: recruitment, benefits, labor relations, training
Manage HR budget and staffing levels
Serve as chief advisor on employment policies to senior leadership
Represent the organization in labor negotiations
Qualification
Required
Extensive HR leadership experience in large organizations
Bachelor's degree in HR, business, or public administration
10+ years HR experience, with 5+ in executive leadership
Negotiation, policy development, strategic workforce planning skills
Visionary leadership, political savvy, fiscal management competencies
Leads diversity, equity, and inclusion strategy
Oversees crisis HR response in emergencies
Understanding and proficiency with business tools and technology, including Microsoft Office
Advanced with Excel, Access, Outlook, PowerPoint, and Word
Proficient with Adobe Acrobat, data analytic tools, and Visio
Ability to quickly learn other tools, as necessary
Commitment to work with intelligent, interesting people with diverse backgrounds
Curiosity and the ability to question the status quo

Willingness to constantly learn, share, and grow
