Community Program Analyst II - Aging & Disability Services - Limited Term
NEOGOV is seeking a qualified individual for the position of Community Program Analyst II within the Aging and Disability Services Division. The role involves monitoring, policy interpretation, and training development for the In-Home Supportive Services program, ensuring a responsive service delivery system for older adults and people with disabilities.

Responsibilities
Providing technical, programmatic, and fiscal assistance to staff and management, including developing program policies and procedures and training staff
Compiling and maintaining accurate records and files related to program activities
Evaluating program effectiveness against established goals and regulations; identifying problems, presenting findings, and recommending solutions
Collaborating with partner agencies to ensure adherence to QA standards
Serving as a liaison with staff, IHSS/Public Authority staff, County departments, State agencies, and other partners
Preparing statistical and narrative reports using multiple data sources
Participating in departmental, countywide, and state-level planning processes
Analyzing, monitoring, and incorporating legislative changes and other relevant information into program policies and procedures
Performing administrative duties related to QA, program integrity activities, and suspected misuse of program funds
Providing consultation and assistance to the community as needed
Monitoring and supporting compliance with regulatory changes such as the Fair Labor Standards Act
Performing related duties as assigned
Qualification
Required
Bachelor's degree in public or business administration, management or a related field
Four years of professional level analytical, administrative and programmatic experience in a community-related setting, including some experience in contract monitoring
Knowledge of principles and practices of the specific program area to which assigned
Knowledge of principles and practices of program evaluation and planning
Knowledge of principles and practices of client service delivery
Knowledge of principles and practices of contract development, negotiation and monitoring
Knowledge of principles, practices and techniques of administrative and programmatic research, analysis and programming
Knowledge of applicable federal, state and local laws, rules and regulations and County and program policies and guidelines
Knowledge of computer applications related to the work
Knowledge of office administrative practices and procedures, including records management and the operation of standard office equipment
Skill to monitor, analyze and evaluate program effectiveness
Skill to develop and evaluate proposals and negotiate contracts and agreements
Skill to develop, monitor and analyze budgets and program performance
Skill to compile and analyze data, draw sound conclusions and prepare and present effective reports
Skill to analyze, interpret and apply various regulations and requirements
Skill to plan, coordinate and implement administrative and programmatic research and analysis
Skill to plan, coordinate and conduct special events and projects
Skill to establish and maintain effective working relationships with grantors, subcontractors, County staff, elected and appointed officials, the public and others
Skill to train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors
Skill to communicate effectively, both orally and in writing
Skill to exercise sound independent judgment within general policy and regulatory guidelines
Preferred
Fluency in Spanish, Russian, Tagalog, Mandarin, or Cantonese
A self-directed, proactive, and solutions-oriented approach, with strong attention to detail
Excellent written and verbal communication skills
Two to three years of leadership experience in a highly regulated program
Prior experience with IHSS
The ability to prepare professional, detailed written and statistical reports, including experience with data entry
Proficiency with Microsoft applications (Word, Outlook, PowerPoint, Excel, Teams, Power Apps), Adobe, and the ability to quickly learn multiple database systems such as the Case Management, Information, and Payrolling System (CMIPS II)
Skill in building strong, collaborative working relationships with organizations and individuals from diverse backgrounds
Capacity to manage projects while balancing multiple assignments, adjusting priorities, and meeting deadlines
Strong knowledge of systems of care for older adults and people with disabilities from diverse backgrounds and cultures, including experience conducting home visits
Familiarity with QA desk reviews and home visits, including identifying assessment discrepancies and concerns, and developing solutions to improve compliance with regulations
The ability to analyze, interpret, and implement new and existing federal, state, and county regulations and laws related to IHSS and the continuum of care for older adults and people with disabilities
