Project Development Manager

Boardwalk Pipelines is a limited partnership operating in the midstream portion of the natural gas and natural gas liquids industry. The Project Development Manager will lead the development of large-scale energy infrastructure projects, ensuring alignment with commercial viability and regulatory requirements.

Responsibilities

Play a critical leadership role in the front-end development of large-scale midstream energy infrastructure projects involving natural gas and liquid product pipeline and storage systems
Accountable for project development through early commercial alignment, technical scoping, permitting strategy, and investment readiness
Drive projects from ideation to Sanction / Final Investment Decision, which can include those exceeding $1 billion in total installed cost
Develop market oriented, customer focused, large scale infrastructure projects that align with strategic goals
Drive collaboration across the enterprise while advancing projects through the innovative project life cycle operating model
Deliver investment decision support packages, including scope, schedule, cost, risks, and return
Demonstrate strong leadership in a matrix organization and engage effectively with internal functions, regulatory agencies, landowners, and community stakeholders throughout the project development process

Required

10+ years of experience in project/business development or project management within the U.S. natural gas pipeline industry, with at least 5 years of experience working on a project team managing FERC-jurisdictional projects
Proven track record of working with commercial functions (e.g., Business Development) to identify and shape projects in-line with customer needs
Demonstrated ability to lead cross-functional teams through early project stages (Discovery through Sanction), including coordination across commercial, engineering, regulatory, environmental, land, and corporate development functions
Demonstrated commercial aptitude and ability to work closely with business development or commercial teams
Demonstrated ability to challenge conventional thinking and a desire to include diverse perspectives
Familiarity with permitting processes and environmental constraint analysis for projects such as FERC 7(c) projects, including leading NEPA pre-filing and certificate application
Experience preparing and managing the development of project scopes, budgets, forecasts, schedules, and contracts
Strong interpersonal and communication skills with an emphasis on stakeholder engagement, internal consensus-building, executive presentation, and customer-facing alignment
High attention to detail, with the ability to manage competing deadlines in a matrixed, fast-paced environment
Proficiency in Microsoft Office tools including Excel, Word, Outlook, PowerPoint; familiarity with project scheduling tools such as Primavera (P6) or similar
Demonstrated ability to represent the company in customer meetings, landowner discussions, and agency consultations
Valid driver's license and ability to travel up to 25% of the time
Bachelor's degree in Business, Economics, Finance or Engineering

Preferred

15+ years of experience in a Project Development or early-stage Project Management role at a midstream energy operator
Experience contributing to commercial deal structuring or customer-aligned project shaping
Familiarity with FERC Plans and Procedures, especially as applied to complex, multi-state projects
Working knowledge of PHMSA regulations (49 CFR Part 192) and applicable engineering standards such as ASME B31.8
Forward looking mindset that anticipates risk and develops and executes mitigation strategies
Experience managing cross-country pipeline projects that include integrated compressor and meter station scope across the entire project lifecycle
Licensed Professional Engineer (PE) and/or MBA
Demonstrated success managing large interstate natural gas pipeline projects (e.g., greater than $500 million total cost, greater than 30” in diameter, longer than 50 miles) with preference for projects exceeding $1 billion
