Planning Analyst

Wilson County Government is seeking a Planning Analyst to provide advanced technical assistance and analysis related to County planning initiatives and land development applications. The role involves managing planning projects, preparing necessary planning elements, and ensuring compliance with various regulations while assisting the public and providing staff support to boards.

Responsibilities

Ability to manage planning projects including but not limited to comprehensive land use plan, development planning, corridor planning, comprehensive transportation planning greenway planning, and demographic analysis independently
Researches and prepares planning elements necessary for decisions by management, council, boards or commissions regarding land use, historic preservation, zoning, housing, and environmental impact
Provides research and input into the development of ordinances, policies, procedures and publications for the County and the department; drafts ordinances, plans and publications
Responds to inquiries for comprehensive plan, code and development information; interpret existing plans, policies and codes clearly for the public
Duties will require ensuring compliance in N.C. General Statutes, N.C. Stormwater Regulations, and County policies
Assist with implementation of public outreach of the Local Stormwater Ordinance or other various UDO updates
Performs work with the Director to forecast future development growth trends and monthly projections to report to the County Managers Office and the Board of Commissioners
Monitors and evaluates plans and implementation strategies; amends and revises plan as necessary; prepares and revises codes and other land use controls
Assist with the preparation of the annual budget calendar, budget manual, line-item budget books, and capital improvement plan manual. Analyzes and recommends department budget requests
Reviews site plans, minor subdivision plats, and construction plans for conformance with Unified Development Ordinance (UDO) and modifications to the same
Provides technical assistance to citizens, developers, and public officials regarding subdivision and zoning and related matters
Ability to prepare staff reports and present agenda items to County Boards as directed by Director
Required to attend monthly night meetings
Respond to public contact via walk-in, telephone, and email

Required

Bachelor's degree with coursework in planning, political science, history, geography, public administration or related field with experience in planning and community development with equivalent combination of education and experience
Ability to obtain Zoning Official and Stormwater Control Measures certifications within two years of employment
Must be physically able to operate a variety of automated office machines including computers and peripheral equipment, transcribers, copiers, facsimile machines, calculators, etc
Requires the ability to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects
Requires the ability to compare and/or judge the readily observable, functional structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things
Requires the ability to speak and/or signal people to convey or exchange information
Requires the ability to read a variety of correspondence, minutes, agendas, public notices, news advertisements, records, indices, reports, forms, technical manuals, general statutes, purchase orders, invoices, etc
Requires the ability to prepare correspondence, memoranda, reports, forms, meeting minutes, agenda, resolutions, franchises, ordinances, purchase orders, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style
Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions
Requires the ability to utilize mathematical formulas; to add and subtract; to multiply and divide, to calculate percentages and decimals
Requires the ability to inspect items for proper length, width and shape
Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment
Requires the ability to handle a variety of items such as office equipment
Requires the ability to deal with people beyond giving and receiving instructions
Requires the ability to talk and hear
