Noblis is seeking a highly qualified Telecommunications Networking Engineer to support its BNACTS initiative, which ensures the integrity and performance of the FAA’s communication systems. The role involves designing, implementing, and supporting advanced telecommunications infrastructure critical for the safety and efficiency of the National Airspace System.

Responsibilities
Design and install telecommunications equipment for wired telephony, cellular, cable, and broadband data transmission
Prepare detailed site configurations and floor plans using CAD software for existing facilities, renovations, and new deployments
Review and assess modification requests from stakeholders to ensure technical feasibility and alignment with operational goals
Evaluate hardware and software performance for compatibility, efficiency, and reliability across systems
Estimate costs for system implementations, upgrades, and operational changes, supporting budget planning and resource allocation
Prepare purchase requisitions for telecommunications hardware, software, and related tools and supplies
Manage inventory of telecommunications equipment including routers, switches, phones, headsets, cabling, and circuit boards
Monitor system performance, including network traffic, capacity, and security, and address emerging issues proactively
Troubleshoot and resolve network and device issues; implement preventive maintenance, data backup, and recovery procedures
Provide end-user support and training on telecommunications systems, including voicemail, videoconferencing, and related applications
Manage user access by administering account setup, permissions, and password policies
Implement operational controls and security measures to protect operating systems, applications, and data
Ensure compliance with technical standards and internal documentation protocols
Maintain thorough documentation of system configurations, technical specifications, operating procedures, and support activities
Generate system activity and performance reports for internal stakeholders and management review
Lead or support implementation and renovation projects in collaboration with engineering consultants, installers, and vendors
Communicate with vendors to obtain product pricing and technical specifications, supporting procurement and system design decisions
Assess telecommunications needs for current and planned facilities, ensuring systems meet evolving business and technical requirements
Consult with end users, administrators, and technical teams to define requirements for system modifications or new technology solutions
Qualification
Required
Proven experience with the installation and maintenance of telecommunications systems
Proficiency in network hardware and software, including routers, switches, and cabling infrastructure
Familiarity with CAD software for network design and site planning
Strong knowledge of system performance monitoring and troubleshooting techniques
Experience with network security best practices and system recovery protocols
Excellent documentation, organizational, and communication skills
Ability to manage multiple projects and adapt to evolving technical requirements
U.S. Citizen or Green Card Permanent Resident (3+ years residency in U.S.)
0-4 years of experience and a Bachelor's degree in Telecommunications, Electrical Engineering, Information Technology, or related field (or equivalent work experience)
High school degree and an additional 6 years of experience
5-9 years of experience and a Bachelor's degree in Telecommunications, Electrical Engineering, Information Technology, or related field (or equivalent work experience)
Masters degree with 3-7 years of experience would qualify
PHD degree with 0-4 years of experience would qualify
High school degree with a minimum of 14 years total
10-15 years of experience and a Bachelor's degree in Telecommunications, Electrical Engineering, Information Technology, or related field (or equivalent work experience)
Masters degree with 8-13 years of experience would qualify
PHD degree with 5-10 years of experience would qualify
High school degree with a minimum of 24 years total
16-24 years of experience and a Bachelor's degree in Telecommunications, Electrical Engineering, Information Technology, or related field (or equivalent work experience)
Masters degree with 14-22 years of experience would qualify
PHD degree with 11-19 years of experience would qualify
High school degree with a minimum of 26 years total
Preferred
Experience testing systems within the National Airspace System (NAS) or FAA domain
Exposure to cybersecurity testing, secure protocol validation, and FAA system certification processes
Familiarity with FAA Orders and testing standards (e.g., FAA-STD-028E, FAA-E-2721, FAA-R-0101)
Experience with simulation environments, testbeds, or real-time data feeds for ATC systems
ISTQB, CSTE, or related software testing certifications
