Director of Total Rewards & HR Compliance

Responsibilities
Manages all aspects of payroll and benefits compliance, including payroll-based journal reporting, payroll audits, quarterly multi-site reporting, monthly Department of Labor reporting, EEOC reporting, turnover reporting, DEI reporting, ACA annual filing, 403b audit, 403b annual non-discrimination testing/compliance, OSHA reporting, etc
Plans, coordinates, and manages the payroll systems, including the set-up of new positions, organization levels, locations, and earnings, tax and deduction mapping within the system. Works closely with accounting in the resolution of general ledger issues
Oversees the payroll process to ensure accuracy and timely payroll processing of bi-weekly payroll including processing and approving changes, updates, new hires, terminations and benefits/wage changes
Serves as a trusted advisor for all compensation related issues. Responsible for an annual analysis of ERS’s compensation systems, including completing annual market analysis of positions to ensure that ERS remains competitive; recommends enhancements/changes within our salary structure and partners with Payroll & Benefits Specialist to create and distribute communication of changes
Reviews and approves external and internal offer letters to ensure compensation and compliance accuracy
Oversees and serves as a trusted advisor for all team member benefits programs. Actively participates in the annual analysis and renewal process of all ERS benefits programs; manages changes, communication and annual open enrollment process. Leads the ERS team member Well Being program and is the liaison between ERS and the well-being partner
Manages insurance claims resolution, and oversees single-case agreements (SCA). Manages medical insurance monthly expense/spend in relation to ERS budget and reports to appropriate Servant Leadership Team members monthly
Assists team members in understanding and effectively utilizing benefits and wellbeing programs by creating and offering ongoing education and training. Assists team members in understanding and effectively utilizing compensation programs and team member guidelines and standards
Provides training to new managers on payroll, compensation, benefits, workers compensation and compliance responsibilities and use of our HRIS system
Is responsible for ERS’s HRIS systems, including time and attendance, Paycor Perform, Benefits Advisor, and payroll, including ensuring updates and compliance with ERS policies and procedures. Manages relationship with HRIS partner
Oversees the regular review of job descriptions and ensures salary analysis is completed when significant changes occur. Works closely with Talent Acquisition and managers in the development and benchmarking of new positions
Coordinates all aspects of worker’s compensation for ERS, including tracking, filings, cost/benefit analysis of third-party administrators and working with injured team members to ensure appropriate follow-up treatment and prompt return to work. Utilizes various programs (for example, transitional work duties), to ensure ERS’s WC costs are maintained. Involves legal counsel if determined necessary
Ensures ERS remains compliant with Ohio workers compensation self-insured requirements including annual renewal, submission of financials, and payment of fees/DWRF charges. Works with the Accounting Department on the renewal of Kentucky workers compensation coverage
Provides reporting and materials for State and Federal regulators during surveys to ensure Human Resources practices are thoroughly upheld. Meets with surveyors as requested
Manages all aspects of unemployment requests including responding to requests for information, working with third-party administrators, contesting claims and attending/coordinating hearings when needed. Responsible for quarterly payment of claims and all unemployment audits and reporting
Provides leadership and development for ERS Payroll & Benefits Specialist
Serves as a member of the HR leadership team
Assists with team member relations, particularly surrounding issues pertaining to payroll, benefits, workers compensation, compensation, and compliance
Actively seeks to build and maintain engaging relationships with ERS team members, managers and residents, and providers
Qualification
Required
Bachelor's degree preferably in Human Resources, Finance or related field; or direct relevant experience in lieu of degree accepted
Certification in a relevant area(s) preferred (CPP, PHR, CEBS)
Must have a minimum of five years relevant experience in managing payroll, benefits, compliance, and compensation
Strong data analytics and process improvement skills required
Supervisory and project management proficiency required
Have advanced skills in Microsoft office products
Be able to read, write, speak, and communicate effectively in the English language
Is able to relate to and work collaboratively with and lead team members across multiple processes, have strong interpersonal skills and maintain good working relationships with team members, residents, family members, visitors, government agencies, benefits providers and the general public
Has a high degree of organization and attention to detail; has the ability to handle multiple priorities, to work independently, and to make independent decisions when circumstances warrant such action
Has the ability to plan, organize, develop, implement, and interpret the programs, goals, objectives, policies, and procedures of ERS Human Resources process
Must be fully up-to-date with required vaccinations
