The National Legal Aid & Defender Association is launching a statewide mitigation resource counsel program to assist attorneys in non-death penalty murder cases. The Mitigation Resource Counsel (MRC) will develop plans for mitigation investigation, organize training sessions, create resources, and contribute to research and reporting efforts.
