Family Preservation Program Manager

Human Services Association LA is seeking a Family Preservation Program Manager to provide administrative oversight of the Family Preservation Program and manage its day-to-day operations. The role involves ensuring contract compliance, maintaining quality assurance standards, and providing crisis intervention support as needed.

Responsibilities

Manage staff and interns, ensuring contract compliance and program quality assurance, including oversight of audits and site visits
Ensure accurate daily documentation by staff and interns, meeting contract requirements through case review and ongoing training
Maintain compliance with scope of work, DCFS Core Practice Model, Protective Factors Framework, and approved evidence-based approaches
Monitor caseload data systems and staff/intern productivity
Recruit, hire, onboard, and retain program staff
Manage a small caseload as needed
Provide backup direct services and crisis intervention to client families
Provide Up-Front Assessments (if applicable)
Be available after hours for urgent program-related concerns
Assist in assessing client service plans, participate in MCPC meetings, and collaborate on case re-evaluation as required
Provide backup clinical supervision for staff and interns as needed (licensed and qualified only)
Oversee policy compliance and contribute to policy development for contract compliance, staff and client safety, and legal/ethical standards
Prepare, monitor, and track program reports, including billing and statistics relevant to contracts. Review and approve documentation as necessary
Establish and maintain a confidential and up-to-date record-keeping system
Foster positive professional relationships with County and community stakeholders
Stay informed on research and economic trends impacting local families
Aid Department Director and Fiscal Supervisors in program budgeting and expense monitoring
Maintain on-site presence at scheduled times, with flexibility for evenings and weekends as needed
Assist with grant writing to secure ongoing funding
Perform additional assigned duties

Required

Provides administrative oversight of the staff and interns within our Family Preservation Program (FPP) and manages its day-to-day operations
Responsible for ensuring contract compliance, maintaining quality assurance standards, and ensuring financial sustainability of the program(s)
Must be available to provide crisis intervention or support to staff, including occasional evening and weekend hours as needed and per contract

Perform additional assigned duties
A minimum of two years' experience working with underserved and unserved populations, such as people of color and LGBTQ+ community
At least two years' experience working with families and children
At least two years' experience of supervisory support and/or program management in a social service agency within the last five years
Strong interpersonal skills
Demonstrated understanding of home visiting services, family systems, and trauma-informed care
Excellent verbal and written communication skills
Capacity to coordinate multiple tasks with limited supervision
Ability to meet attendance standards and work additional hours when necessary
Exceptional problem-solving skills
Maintaining strict confidentiality
Proficiency in fiscal management
Competence in using Word, Excel, PowerPoint, and Outlook
Demonstrated leadership ability and collaborative work with various organizations
Occasional driving is required. Must provide your own vehicle, valid California Driver's License and proof of full insurance coverage
Negative tuberculosis screening
We require the selected candidate to undergo a criminal background check using the Live Scan fingerprinting method in compliance with applicable laws and regulations

Preferred

Master's degree in Social Work, Marriage and Family Therapy, or related field preferred OR Bachelor's degree in Social Work or related field with home visiting experience
Licensed in Clinical Social Work / Licensed Marriage and Family Therapist or related field by the California Board of Behavioral Sciences; active and in good standing – highly desirable but not required
Knowledge of community engagement practices aimed at eliminating racial disproportionality and disparity, Strengthening Families Protective Factors, DCFS Core Practice Model, and evidence-based practices, highly desirable
