Personnel and Payroll Analyst

Responsibilities

Responsible for the overall cycle and administration of Academic Personnel matters, including researcher merits and promotions, all academic and research recruitments, and all academic and research appointments and re-appointments
Maintains in-depth knowledge of Academic Personnel policies and procedures, and consults with Academic Personnel, Office of International Students & Scholars, College of Engineering Dean's Office, Human Resources, Office of Research and the Office of Equal Opportunity as necessary to research and resolve academic and research personnel issues and provide information and guidance to the Chair and Business Officer
Serves as primary resource and contact point for academic personnel policy within the department, providing consultation and interpretation to the Chair and Business Officer, and faculty
Recommends appropriate courses of action or alternative solutions to requests that do not conform to policy
Initiates the merit and promotion actions for academic and research personnel, and sets up and maintains review case files
Coordinates with personnel undergoing review to ensure accurate and complete information is provided and submitted on time
Prepares appointment packages and employment documents for academic researchers, recall faculty, graduate students, post-docs, visiting scholars, without salary personnel, and non-academic student employees
Administers all academic recruitments on UC Recruit
Coordinates all aspects of recruitment including developing advertisements for professional journals to final submission of appointment documents
Supports faculty search committees
Coordinates and prepares complex visa applications for visiting researchers
Manages additional compensation and summer salary for Principal Investigators
Verifies allowability of using funding for summer salary, coordinates with other departments with which the PI is affiliated, and performs complex calculations to determine payout
Provide cross-training and mentorship on aspects of academic personnel to other staff members as needed
Ensures e-verify federal regulations are met
Serves as Benefits Representative for the academic appointments
Advises employees on the financial impacts of all benefits matters
Conducts individual orientations and exit sessions to disseminate policy regarding, but not limited to: benefits eligibility, employment status, pay increases, overtime, and vacation and sick leave accruals
Responsible for managing employment and payroll transactions for academic personnel, and non-academic employees including new/re-hires, appointment changes, re-appointments, and separations
Prepares and submits actions in the personnel system for new/re-hires, appointment changes, merits/promotions, additional compensation, summer salary, and sabbatical leaves
Ensures that requests and forms are complete, within policy, have all necessary approvals, and that data is accurate
Verifies that payroll actions initiated by Academic Personnel in UCPath are entered accurately and timely in an effort to ensure that employees are paid correctly
Identifies, researches, and resolves pay issues including discrepancies, late pay, missing pay, overpayments, and funding source errors
Coordinates with Academic Personnel, Payroll, and UCPath Center as appropriate to correct and resolve pay issues
Conducts analyses to identify source errors, the appropriate corrective actions to be taken, and procedural changes that may need to be made to prevent and/or resolve future pay issues
Ensures that all academic personnel and staff are trained in the use of the electronic timekeeping system
Serves as a Timekeeper manager for the electronic timekeeping system and monitors timecard data at reporting period end dates, validating that employee and manager timecard approvals are completed in a timely manner prior to upload
Trains and assists users with questions related to input of time and review and approval steps
Coordinates all aspects of the employment-related activities for the faculty members' additional compensation for summer research
Coordinates with faculty members and contract/grant analysts to determine appropriate summer compensation funding plans, including analyzing and forecasting salary and benefits costs
Initiates hiring, termination, and funding actions in UCPath

Required

Bachelor's degree in related area and / or equivalent experience / training
1-3 years administrative experience or equivalent training
Demonstrated organization, problem solving, and communication skills
Attentiveness to confidentiality standards
Excellent customer service skills
Ability to work effectively with all levels of the University community
Proficient in the use of MS Office, Adobe Acrobat, internet and e-mail applications

Preferred

1-3 years general human resources or academic personnel experience
Experience with UC Recruit, UCPath, AP Folio, UC OATS, and Box.com
