Science and Engineering Program Manager 1/2 (Directive Scheduling & Integration)
Los Alamos National Laboratory (LANL) is a multidisciplinary research institution engaged in strategic science on behalf of national security. They are seeking a Science and Engineering Program Manager to provide provisioning support for weapons programs and ensure successful integration across various teams and agencies. The role involves collaboration with management teams and tracking the provisioning process for NNSA inter-site materials and components.
Responsibilities
Provide provisioning support to the overall scope of work within the LANL-Production Agency for specified, assigned weapons programs and integration support for assigned programmatic scope
Serve as a LANL-PA interface with the assigned weapons programs' management teams, internal line organizations, and the assigned NNSA program offices as well as other NNSA sites
Work in partnership with the assigned weapons programs' management teams to support the provisioning scope of the assigned portfolio
Develop, implement, and track Integrated Contractor Orders (ICOs) for all applicable NNSA inter-site shipments
Serve as the official gatekeeper for WR components and track NNSA WR component inventory
Analyze production schedules against the Federal Program Office Life-of-Program directive schedules and identify and effectively communicate status to stakeholders
Assist in supporting manufacturing work scope, schedules, budgets, funding for programmatic work, priorities, and performance milestone integration across the LANL NA-12 portfolio
Support the interface with program, project, and line management to ensure performance, monitor and track cost, schedule, and progress against milestones
Qualification
Required
Excellent oral and written communication and presentation skills
Entry-level knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs and NNSA Production Agency deliverables and management process
Entry-level knowledge of and experience in program management of technical work, including defining and monitoring program work scope, schedules, priorities, budget(s) and performance milestones; reporting schedule variance; and defining and tracking associated schedule variance corrective actions to closure
Entry-level knowledge of the NA-12 (Office of Stockpile Management) based programs
Position requires a Bachelor's Degree in a science or engineering related field from an accredited institution and 2 years of directly related technical and program management experience; or, an equivalent combination of education and technical experience directly related to the occupation
Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers
Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs and NNSA Production Agency deliverables and management process
Experience utilizing formal Earned Value Management System (EVMS) principles to help manage a project/program
Knowledge of the NA-12 (Office of Stockpile Management) based programs
Position requires a Bachelor's Degree in a science or engineering related field from an accredited institution and 5 years of directly related technical and program management experience; or, an equivalent combination of education and technical experience directly related to the occupation
Preferred
Experience interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts
Experience in developing and nurturing effective customer relationships in order to collaborate internally with each assigned program management team and effectively report provisioning information to the FPO and external provisioning counterparts across NNSA sites
Technical comprehension of engineering, logistics, and manufacturing techniques including their interfaces and interdependencies
Proficiency in Microsoft Office Suite, including (but not limited to) Outlook, Excel, PowerPoint
Demonstrated ability to assess cost details on projects and provide tangible updates
Demonstrated experience in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools
Knowledge and ability to develop and manage scope, resources, priorities, and use software (P6 preferred) for planning, tracking, and efficiently mobilizing resources to assure scope completion
Experience in managing cost and schedule performance for moderately complex projects
Demonstrated experience in supporting a program or set of programs through the 6.x product life-cycle process (Life Extension Program or Major Alteration experience)
Project Management Institute Project Management Professional (PMP) certification or equivalent
