The City of Richmond is seeking a qualified candidate for the position of Management Analyst, Principal. The successful candidate will lead complex research and operational reviews, conduct financial and budget analysis, and design community engagement strategies to support the City's strategic goals.

Responsibilities

Leads complex research and operational reviews; analyzes data and identifies trends; develops organizational performance measures; and prepares executive-level reports with actionable recommendations to improve policies, procedures, and resource allocation
Oversees the analysis of operational data, cost histories, and performance outcomes; conducts comprehensive financial and cost-benefit evaluations; and develops strategies to enhance efficiency and resource utilization
Designs and directs comprehensive engagement strategies for major projects and policy initiatives; represents the CAO/Mayor at high-visibility meetings, forums, and listening sessions; and develops equitable, transparent, and accessible frameworks to ensure broad participation
Builds and sustains strategic relationships with civic organizations, neighborhood associations, nonprofits, business groups, and regional partners
Oversees the development and implementation of digital engagement strategies—including online surveys, dashboards, and open data tools—to broaden participation and transparency
Manages and resolves escalated citizen and stakeholder concerns; researches systemic issues, develops long-term solutions, and advises leadership on policy or operational changes to prevent recurrence
Coordinates across departments to ensure effective collaboration and alignment of services
Represents CAO’s Office leadership at internal and external meetings, public events, and policy forums
Serves as liaison to civic groups, governmental agencies, task forces, boards, and commissions
Confers regularly with state and regional officials, presents findings and recommendations to elected officials and committees, and ensures senior leadership is apprised of key developments and decisions

Required

Bachelor's degree in business or public administration, or field related to assignment
Five years of journey-level professional experience in areas such as program/project management or management/policy/financial analysis
Knowledge of analyzing and reporting data
Knowledge of Citywide departments and their missions
Demonstrated superior organizational skills
Project and people management skills and meeting deadlines
Demonstrated ability to collect and analyze data
Ability to express complex ideas effectively orally and in writing
Ability to establish and maintain effective working relationships with officials, employees, departments, and the public
Strategically focused by contributing to and achieving preset outcomes, goals, and visions
Demonstrates superior organizational skills
Project and people management skills and meeting deadlines

Preferred

A Master's degree in business or public administration is preferred
