EXECUTIVE DIRECTOR OF TITLE III

Florida Memorial University is seeking an Executive Director of Title III who will serve as the chief liaison to the University leadership and the U.S. Department of Education. This role involves administrative responsibility for developing proposals and managing Title III federal funds, ensuring compliance with federal guidelines, and overseeing the overall accomplishment of Title III activities.

Responsibilities

Communicate understanding of the Title III programs as well as other programs funded under the Office of Postsecondary Education
Ensure all expenditures are allowable, allocable, and reasonable per 2 CFR Part 200 (Uniform Guidance) and the approved grant budget
Establish and maintain effective communication channels and procedures to ensure that the operation of the projects within Title III remains congruent with the goals of overall institutional development. Supervise all Title III Grant Administration personnel
Communicate effectively and timely with Activity Directors and personnel paid using Title III funds. Coordinate activities in a manner that will facilitate maximum effectiveness and utilization of program resources and personnel
Facilitate the development and implementation of an effective/objective evaluation system for program components to determine the impact of Title III on the University
Remain current on Title III and U.S. Department of Education policies and grant terms/conditions to assure the program operates in compliance throughout the period of federal support
Assist in the recruitment of key program personnel and assist staff in the coordination of external resource personnel
Oversee the preparation and monitoring of fiscal and technical reports related to the activities for both the University and the U.S. Department of Education
Coordinate the writing and submissions of annual performance reports
Authorize all expenditures in Title III and other related projects; maintain control over the budget and be responsible for the appropriate utilization of funds
Ensure that all external contract arrangements operate and are executed according to schedule and policy; work with the Grants and Contracts personnel in the Business Office for business/purchasing procedures
Advise and assist in inventory/distribution of Title III equipment
Maintain an updated inventory file of Title III equipment
Work with the University's leadership and staff to institutionalize new practices and improvements according to the President's goals and strategic plan
Works in collaboration with the University's administration to develop an integrated, campus wide vision with goals and initiatives; devise a strategic plan to develop; implement and evaluate goals and initiatives
Prepares budgets and compiles reports for the President or designee
Works with external evaluation agency to determine effectiveness of program in moving towards accomplishments of activity objectives
Develop comprehensive project plans that outline project scope, objectives, timelines, resources, and budgets. Collaborate with University leadership to define project goals and deliverables

Required

Master's Degree in Higher Education Administration, Public Administration, Business Administration, or a related field
Minimum of 5-7 years of progressive experience managing U.S. Department of Education Title III or other federal grant programs
Strong working knowledge of 2 CFR Part 200, particularly Subparts D (Post-Award Requirements), E (Cost Principles), and F (Audit Requirements)
Demonstrated success in audit preparation and resolution of federal findings
Demonstrated ability to manage large budgets, ensure timely expenditure, and submit accurate reports
Excellent interpersonal, organizational, and written communication skills
Proficiency with federal grant management systems (G5, GrantSolutions) and institutional platforms (Banner)
Experience coordinating capital improvement projects and major equipment purchases through federal funds
Knowledge of FMU procurement, human resources, financial systems, and where applicable
Knowledge of computer systems and applications
Experience managing multiple projects with specified goals and timelines
Ability to collect, organize and analyze data
Ability to understand, design and communicate policy
Cooperative, supportive and approachable attitude
Ability to work well with others
Moderate physical activity. Requires handling objects of average-weight up to fifty (50) pounds or standing and/or walking for more than four (4) hours per day
Ability to maintain a flexible work schedule that may include working nights and weekends
