Responsibilities
Oversee completion of City capital improvement projects and development projects which may include road improvements, fiber optic connectivity, bike trails, park improvements, pavement management, storm and sewer projects, facility maintenance, residential and commercial development and other projects requiring public infrastructure maintenance
Monitor and inspect the work of contractors and vendors to evaluate progress on project completion
Prepare estimates, Requests for Bids, change orders, and documents associated with projects
Coordinate and work collaboratively with contractors, vendors, City departments and divisions
Qualification
Required
BS degree in civil engineering and 1 year of civil engineering experience for Assistant Engineer
BS degree in civil engineering and 3 years of civil engineering experience for Associate Engineer
BS degree in civil engineering and 4 years of civil engineering experience for Civil Engineer
Certificate of Registration as a Professional Civil Engineer in the State of California for Civil Engineer
BS degree in civil engineering and 5 years of civil engineering experience for Senior Civil Engineer
Certificate of Registration as a Professional Civil Engineer in the State of California for Senior Civil Engineer
BS degree in related field and 1 year of project management experience for CIP Project Manager I
BS degree in related field and 3 years of project management experience for CIP Project Manager II
BS degree in related field and 4 years of project management experience for Senior CIP Project Manager
Preferred
Possession of an Engineering in Training certificate is desirable

Bilingual pay of $900 per year, pro-rated per pay period
Eligible classifications receive a uniform allowance of $800 annually, pro-rated per pay period
Regular full-time City employees receive 11 paid holidays and one floating holiday per year
Regular full-time employees earn 10 days per year
After 2 years, employees are eligible for 11 days; after 4 years, 14 days; after 9 years, 17 days; and after 16 years, 20 days of vacation per year
Regular full-time employees earn 96 hours of sick leave per year
For employees covered under the Sick Leave I provision of the policy, the City will automatically cash out all sick leave hours over 480 hours at 50% of the employee's base rate of pay
Employees classified as FLSA exempt (not eligible for overtime pay) currently receive 56 hours of administrative leave per calendar year
The City provides employee health insurance which includes medical, dental, and vision care
The City pays the premium for a life insurance and accidental death or dismemberment policy of $30,000
The City of Visalia is a member of the California Public Employees Retirement System (CalPERS)
Long Term Disability: Regular full-time City employees are eligible for disability insurance (up to 2/3 of their salary)
Full-time and hourly employees who sustain an occupational injury or contract occupational illnesses receive standard Worker's Compensation benefits as prescribed by law
The City also offers additional benefits such as an employee assistance program (EAP), a pre-tax deferred compensation plan, education assistance up to $2,500 per fiscal year, as well as a City-sponsored clinic staffed by clinicians 6 days per week available to all full-time employees and covered dependents
