KBR, Inc. is seeking a Senior Program Control Analyst to provide senior executive level support for the National Reconnaissance Office (NRO) Ground Enterprise Directorate (GED). The role involves reviewing program baselines, conducting cross-program analyses, and ensuring budget estimates are complete and accurate to support intelligence-gathering missions.

Responsibilities

Review and consolidate program baseline and program spend plans as the basis of recommendations to authorized Government personnel

Conduct cross-program analyses to assist Government personnel in determining impacts of program performance and progress against plans, and resources necessary to accomplish assigned goals and objectives, identifying resource trade-offs within and among competing programs and provide resource alternatives

Ensure coordination and completeness of budget estimates and requirements for new and existing initiatives on funding impacts on existing program budgets and schedules and recommend resource solutions

Make recommendations regarding cross-program analyses on program performance and progress and propose resource adjustments as required

Make recommendations regarding Directorate submissions for budget exercises and the IPBS, CBJB, and CJB

Make recommendations regarding cross-program analyses and resolve cross-program, discrepancies prior to submission for executive management review

Review data in the NRO NEXT, NEAR, NFIS, FIT, FIRsT, EpX Studio, Intelligence Resource Information System (IRIS), and SNaP systems for accuracy and completeness. Reconcile FIRST to ensure valid data/status and, if necessary, take action to reconcile requirements to budget

Evaluate Directorate budget execution, assessing the impact of developing trends and issues using appropriate methodologies to determine if the program is proceeding within available resources and is consistent with goals

Draft feedback and provide recommendations on cross-program resource issues arising from PMRs and/or BMRs

Required

Bachelor's degree in a Technical or Business-related discipline and 12 years of experience

Demonstrated knowledge of IC budgetary principles and procedures

Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs

Clearance: TS/SCI CI poly

Preferred

Experience working with NRO, IC, or DoD is highly preferred
