GIS Application Developer (IT Application Developer - Journey)
NEOGOV is seeking a GIS Application Developer within the Water Quality Program, dedicated to ensuring the accurate and efficient use of spatial environmental data for state systems. The role involves working closely with business teams to support data and mapping needs, troubleshooting complex issues, and implementing sustainable solutions.

Responsibilities
Business analysis: Work with business teams to identify spatial data and mapping needs
Support mobile GIS data collection and workflows
Data analysis: Review of data elements and mapping needs for Water Quality’s permit systems
Development: Work with Agency GIS to implement standards and support data integration
Troubleshoot
Existing GIS workflows
Manage reference tables
Code fixes, or create user stories for other developers in the team
Qualification
Required
Four (4) years of experience and/or education as described below:
Experience using Esri ArcGIS technology (ArcGIS Desktop and Server, ArcGIS Online and ArcSDE products). Experience includes but not limited to analyzing, designing, implementing, maintaining and/or programming in largescale and/or organization-wide information systems
Education involving a major study in Computer Science, Information Technology (IT), or GIS applied science
4 years of experience within the last 5 years
3 years of experience within the last 5 years AND 30-59 semester or 45-89 quarter college credits
2 years of experience within the last 5 years AND 60-89 semester or 90-134 quarter college credits (Associate's degree)
2 years of experience within the last 5 years AND completion of a two (2) year accredited vocational training program in GIS, programming, IT, or related program
1 year of experience within the last 3 years AND 90-119 semester or 135-179 quarter college credits
1 year of experience within the last 3 years AND a Bachelor's degree or above
Preferred
Bachelor's degree in Geography, GIS, or environmental science
Four (4) years of professional experience designing and producing analytical tools and cartographic products. This experience can be gained in conjunction with other requirements
Four (4) years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net MVC, SOL Server, TFS, JSON, RESTful Web Services, LINO and HTML5/JavaScript for mobile applications. At least two of the four years of experience should be within the last 4 years
