NEOGOV is seeking an Applications Business Analyst Lead for the Wyoming Judicial Branch in Cheyenne. This role involves leading a team to deliver software solutions that align with Branch goals, managing workflows, mentoring specialists, and collaborating with stakeholders to optimize processes and drive improvements.

Responsibilities
Lead and motivate a team of support specialists, providing clear direction and support to achieve project goals
Foster a collaborative and positive team environment, promoting effective communication and knowledge sharing
Delegate tasks and responsibilities appropriately, ensuring each team member's strengths are utilized
Work with stakeholders to identify, analyze, and document business processes and requirements. Conduct meetings to understand software application needs
Develop detailed project plans, timelines, and milestones in collaboration with the Chief Applications Officer
Ensure effective project execution by monitoring progress, identifying potential risks, and implementing mitigation strategies
Prepare comprehensive documentation, including business requirements, using case examples, process flows, and technical specs. Maintain updated project documentation throughout the application lifecycle. Evaluate and implement various solutions, weighing the pros and cons of each option based on needs and data. Predict potential issues in implementation and proactively work to address problem areas before setbacks occur
Engage stakeholders, including judges, court staff, attorneys, other divisions, and external stakeholders to gather input and ensure buy-in for new processes and software or changes to current processes or software
Learn court processes and develop plans for the introduction of new software solutions or processes that align with court objectives
Perform application configurations based on guidance from decision makers, system owners, vendors, and end users, in multiple systems. Develop and execute comprehensive system test plans and test cases
Proactively address challenges and obstacles that may impact project timelines and deliverables
Identify opportunities for process improvements and recommend system enhancements to increase efficiency. Help the organization optimize the use of current/new applications to meet business/process objectives
Document and map current processes, identifying inefficiencies, redundancies, and gaps
Diagnose underlying causes of problems within judicial processes and implement corrective actions
Review and analyze the effectiveness and efficiency of existing systems by collaborating with court and administrative staff to thoroughly understand the needs to be supported by Branch software applications. Think creatively and propose innovative solutions to improve the efficiency of judicial processes
Contribute ideas for software customization to better meet the needs of the courts
Prepare and deliver reports, recommendations, or alternatives that address existing and potential trouble areas in court operating systems
Resolve help desk tickets that involve unique, complex, and unpredictable situations, and assist and mentor Applications team members in resolving similar help desk tickets
As secondary-level support, assist court clerks in resolving complex accounting and business practice questions within the business applications
Identify and communicate trends, escalating as appropriate. Create checklists for the resolution of typical help-desk issues
In collaboration with the Education Division, design and deliver training to staff on new procedures that ensure understanding
Analyze support issues and assist in training design to reduce help-desk tickets and increase self-sufficiency amongst end users
Create knowledge-based articles, training guides, frequently asked questions documents, and provide details on help desk solutions
Perform other duties as assigned by the Chief Technology Officer
Qualification
Required
Bachelor's degree in business, computer science, information technology, legal studies, management of information systems, project management, or a closely related field
Three (3) or more years of business analyst, software applications, case management, legal assistant, court clerk, or project management experience
A minimum of six (6) years of combined, relevant work experience is required without a degree
Ability to effectively lead, facilitate, motivate, and organize a team as well as mentor team members to handle more complex matters
Ability to work effectively with others and maintain cooperative working relationships
Ability to communicate clearly, concisely, and effectively with team members and end users
Ability to identify issues, analyze facts, recommend solutions, and take appropriate action
Ability to exercise flexibility and good judgment
Ability to present ideas in user-friendly language
Ability to work in a team-oriented, collaborative environment
Ability to lead change management efforts to transition teams and staff to new workflows and systems
Ability to learn quickly and creatively solve new problems
Ability to negotiate and settle differences quickly and peacefully
Ability to travel to include overnight stays
