Compensation Program Manager

Responsibilities

Lead compensation-related projects (e.g., classification studies, pay structure redesign, market surveys, compliance reviews)
Develop and manage project timelines, deliverables, and stakeholder communications to ensure initiatives are completed on time and within scope
Conduct market pricing, salary benchmarking, and internal equity analyses to support pay structure design and adjustments
Evaluate and recommend changes to salary ranges, job classifications, and incentive programs
Develops, implements, and maintains VIA’s compensation strategy, including salary structures, pay ranges, and job classifications, to ensure competitiveness in attracting and retaining talent
Reviews, analyzes, and evaluates job descriptions to maintain internal equity and external competitiveness, and prepares new or revised descriptions to ensure consistency and proper job alignment
Partner with HR Business Partners and department leaders to provide compensation guidance for new and existing roles
Ensure compensation programs comply with FLSA, EEOC, collective bargaining agreements, and other applicable laws and regulations
Participates in compensation survey submissions and analyzes results for application to internal structures
Assist in the development, implementation, and communication of compensation policies, procedures, and guidelines
Serve as the subject matter expert on compensation practices for HR leadership, management, and employees
Prepare reports and presentations for executive leadership and the Board related to compensation findings, recommendations, and project status
Coordinate with Finance on compensation budget modeling and workforce planning impacts
Partner with HRIS and IT to ensure accurate data management in compensation systems
Leverage technology and reporting tools to streamline compensation processes and improve decision-making

Required

Bachelor's degree in Human Resources, Business Administration, Public Administration, Finance, or related field
Five (5) years of progressive experience in compensation, job evaluation, or salary administration
Strong knowledge of compensation principles, practices, and regulatory requirements
Demonstrated ability to manage large, complex projects from initiation to completion
Advanced analytical and problem-solving skills, with proficiency in data analysis and market survey tools
Strong communication and presentation skills; ability to explain complex information to diverse audiences
Ability to establish effective working relationships across departments and with external consultants/vendors
Proficiency in Microsoft Excel and HRIS/compensation systems
Must maintain confidentiality of sensitive pay and employee data
Must be able to maintain good work attendance

Preferred

Experience in a public sector or unionized environment
Certified Compensation Professional or Project Management Professional
