SENIOR CAPITAL MARKETS FINANCE OFFICER

The University of California Office of the President is a leading institution dedicated to excellence in teaching, research, and public service. They are seeking a Senior Capital Markets Finance Officer to manage the University's $35 billion debt portfolio and lead financing activities, including transaction execution and staff management.

Responsibilities

Manages junior staff by providing day-to-day supervision, performance management, career development, and corrective action as needed
Supports recruitment activities as necessary
Provides leadership and direction to the full team, including staff who are not direct reports
Trains staff on advanced analytical techniques and public finance concepts
Under general direction of the Director, oversees the Central Bank and commercial paper programs, the month-end funding process, swap cash flows, payment of variable rate bond and vendor invoices, and other day-to-day operational matters
Plays an active role in facilitating the review process for financing approvals
Conducts long-term planning for bond transaction timing and sizing
Identifies and implements process improvements
Actively participates in meetings with underwriters, the University's bond trustee, and other vendors
In collaboration with the Director, prepares and updates business continuity plans
Under general direction of the Director, oversees financing activities approved by the Regents or Chief Financial Officer
Participates in the development of long-term financing strategies and plans
Coordinates selection of underwriters and other financing participants
Determines appropriate funding mechanisms in consultation with the Director, advisors, investment bankers, and campuses and medical centers
Reviews legal documents and coordinates with bond and disclosure counsel to make updates as needed
Coordinates rating agency reviews during and between transactions
Advances key internal processes with accounting teams and the CFO's immediate office
Provides other day-to-day transaction support activities as needed
Conducts complex financial analysis related to debt affordability based on the requirements of the University's Debt Policy
Works closely with campuses and medical centers to provide advice and develop optimal financing structures
Evaluates the performance of commercial paper dealers, variable rate bond remarketing agents, and other financing providers
Coordinates with the Director, Finance Officers, and outside advisors to annually evaluate long-term solvency of the Central Bank
Develops new analytical tools and processes as needed
Handles other responsibilities as needed, including but not limited to providing support for annual financial audits, negotiating amendments to agreements, conducting periodic reporting, responding to legislative inquiries, and participating in systems implementations that impact CMF

Required

Min 10 years of relevant experience in a related area and/or equivalent experience and training
Extensive knowledge and experience with public finance concepts, products, tax laws, transaction execution processes, and other requirements
Highly developed ability to manage junior staff and provide leadership to a team
Extensive skills and experience in developing complex financial models and synthesizing output to guide recommendations for leadership
Experience developing financing approaches, evaluating the financial and operational tradeoffs of different approaches, and making recommendations on an optimal approach
Experience administering complex programs and identifying and implementing operational improvements
Highly developed ability to independently prioritize workload quickly and efficiently to meet strict deadlines with multiple projects
Extremely detail-oriented with expert ability to work with and manage large amounts of data
Ability to effectively communicate complex information both verbally and in writing to a wide variety of audiences, including senior management
Strong interpersonal skills and ability to work effectively with colleagues in person and remotely
Highly skilled in use of common desktop and web applications
Bachelor's degree in finance, accounting, economics, business administration, public administration, or related field
