Community Development Analyst

NEOGOV is seeking a Community Development Analyst to support the City of Battle Creek. This role involves analyzing community development data, preparing reports, and assisting in the development of strategic plans for community programs. The Analyst will work under moderate supervision and collaborate with various stakeholders to promote community initiatives.

Responsibilities

Collects and analyzes data from various sources to evaluate the success of City initiatives
Helps measure the effectiveness of programs and analyze community impacts and trends
Compile, analyze, interpret, and explain technical and statistical information related to community development issues
Ensure data accuracy, quality, and standardization across different platforms and systems
Support the team and community in understanding the needs and demographics of the community
Create graphics for reports, presentations and social media campaigns
Assist in creating reports and presentations summarizing findings for internal and external stakeholders
Assists in the development and preparation of the Five-Year Consolidated Plan, Annual Action Plans, Consolidated Annual Performance Evaluation Reports, and other reports mandated by HUD
Assists in the preparation and monitoring of contracts and evaluation of special projects and activities for the CDBG and HOME programs including program sub recipients
Assists in the preparation of Environmental Reviews and requests for release of funds as required in the CDBG and HOME programs
Prepares correspondence, administrative reports, technical studies, and resolutions pertaining to programs administered by the Community Development Division
Assists in providing technical assistance to grant applicants, sub recipients, and/or program partners as needed
Assists in conducting analytical research regarding environmental review, neighborhood planning, workforce development, or other community development related issues
Assists with data entry into the Integrated Disbursement and Information System (IDIS) for required reporting to HUD
Assists in maintaining and updating the CDBG and HOME programs
Reviews subrecipient payment vouchers and quarterly reports for accuracy and approval; works with subrecipients to correct errors in payment vouchers and quarterly reports
Provides support to community development related collaborative groups including coordinating and planning activities, facilitating meetings, and taking minutes
Assists in the preparation and submission of Resolutions and summary background memorandum for City Commission review and action
Actively promotes equity and inclusion, including appreciating, listening to and working with people from diverse cultures in individual, group and organizational settings
Effectively responds to citizen inquiries and complaints and provides information and assistance
Represents the City on taskforces and collaborative groups
Strong organizational and analytical skills with proficient uses of computer software and applications including internet, word processing, and data visualization applications

Required

Bachelor's degree with coursework in business or public administration, communications, data science, community development, planning or related field. In lieu of Bachelor's degree, an Associate's degree with a minimum of 4 years of related work experience will be accepted
1-3 years' experience of a progressively more responsible nature in project or Federal, State, or private grant management
Demonstrated success conducting data analysis and developing statistical concepts
Ability to maintain effective working relationship with internal and external stakeholders
Synthesize and communicate complex topics to technical and non-technical audiences
Valid driver's license in the State of Michigan
