Civil Engineer/Construction Manager
Vali Cooper International is seeking an onsite full-time Civil Engineer / Construction Manager at Tahoma National Cemetery in Kent, WA. This role ensures quality, safety, and compliance across every phase of construction, from site inspections to final close-out activities while working closely with the VA's engineering and contracting personnel.

Responsibilities
Serves as an owner’s representative for the VA at this cemetery expansion project for the National Cemetery Administration
Works with the VA’s engineering and contracting personnel to ensure the project stays on track in terms of quality, schedule and budget
Conducts daily inspections of site work and building construction activities
Documents discrepancies, code violations, improper materials or techniques in the application of materials, and substandard or poor-quality workmanship
Submits daily reports to document observations, discrepancies, issues, work completed, and work in progress
Monitors construction schedules for ongoing daily construction activities, maintains records of all construction-related matters
Identifies cause of any progress delays and recommends appropriate corrective measures and assisting in the documentation of construction contract changes
Attends/conducts weekly project meetings to monitor project status, schedule, discuss problems, and resolve issues. Preparing meeting agenda and minutes
Prepares cost estimates for any potential contract change orders
Reviews contractor's submittals and RFIs, testing/inspections reports, and daily logs
Performs safety Inspections to ensure compliance with contractor’s Health and Safety Plan
Qualification
Required
Bachelor's degree in Civil Engineering or Construction Management
Minimum of six (6) years of experience in both design and construction
Be able to pass a background check
Eligible to work in the US
Have a valid driver's license
Must be able to communicate fluently in English
Must be familiar with and able to use the Microsoft Suite of Services, including; Teams, Word, Outlook, and basic Excel skills
Deliver contract requirements in a timely manner
Work hours will be 8 hours as requested by the client generally between 7AM and 5PM, Monday through Friday. Occasionally, night, holiday and weekend work may be required
Must be able to work in all weather conditions, wear appropriate Personal Protective Equipment, walk long distances, stand for long periods, lift construction materials to access inspections, climb ladders and scaffolding, navigate typical civil construction site obstacles, and drive site provided UTVs
Preferred
Professional Engineering registration/licensure
Design and construction management experience for national cemeteries
Owner's representative experience for the federal government
