FY 26-20 Program Management Specialist III

The Texas Facilities Commission is responsible for managing state facilities and capital projects. They are seeking a Program Management Specialist III to perform senior-level program and portfolio support work, assisting with planning, monitoring, and coordinating program activities for Capitol construction and statewide capital initiatives.

Responsibilities

Provides support in managing Capitol construction programs and portfolios, including tracking budgets, schedules, and performance measures
Assists with preparing and reviewing Commission Summaries, legislative reports, and public meeting deliverables
Research, compiles, and analyzes data for inclusion in portfolio dashboards, risk registers, and forecasting models
Supports procurement and contracting processes by reviewing RFQs, RFPs, GMPs, WPAs, and amendments for compliance with TAC 2269, CTCM, and CTCD standards
Coordinates with construction workgroups of architects, engineers, contractors, and internal stakeholders to facilitate information sharing and resolve issues
Ensure program activities comply with relevant Texas Government Code provisions, including:
Prepares presentations, reports, and correspondence for Commission meetings, legislative hearings, and executive briefings
Provides technical assistance to staff, project managers, and leadership regarding program operations and compliance
Performs related work as assigned

Required

Graduation from a four-year degree in business, construction administration, architecture, engineering, or a related field with a focus on contracts
Minimum (6) years of progressively responsible senior leadership experience in construction management, engineering, architecture, or public-sector program administration, including direct oversight of large-scale capital initiatives, multimillion-dollar budgets, and cross-disciplinary project teams
Demonstrated experience providing executive-level guidance and ensuring compliance with complex statutory, procurement, and contracting requirements
Experience and education may substitute for one another
Ability to maintain the security or integrity of the infrastructure of the State of Texas

Preferred

Engineer License, Architecture Registration, and CTCM and or CTCD
Current CTCM and CTCD certifications (required or must be obtained within 12 months of hire)
Demonstrated experience preparing Commission Summaries, legislative reports, and public meeting deliverables
Experience managing state-funded, legislatively appropriate construction portfolios
Strong background in government operations, with proven ability to work effectively with legislators, Commissioners, executive leadership, and oversight bodies on high-profile capital projects
