The State of Hawaiʻi is seeking a Human Resources Specialist V to work in the Labor Relations section of the Department of Health. The role involves assisting and advising managers and supervisors in labor/management relations, interpreting collective bargaining agreements, and managing grievances and other labor relation matters.

Responsibilities

Independently assist and advise managers and supervisors in the area of labor/management relations
Interpret and advise programs regarding the provisions of seven (7) collective bargaining agreements
Manage the investigation, processing and resolution of grievances, prohibitive practice complaints, Merit Appeals Board appeals, and other labor relation matters

Required

Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States
Basic Education/Experience: A bachelor's degree from a regionally accredited four-year college or university
Specialized Experience: Three and one-half years of professional work experience in one or any combination of human resources management functions, i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research
Such experience must demonstrate the ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a human resources program, and to suggest practical solutions, and otherwise to accept responsibility in the field of human resources administration
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered
Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential
Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements, will apply
