FIELD APPRAISER / ASSESSOR'S OFFICE
St. Charles County Government is seeking a Field Appraiser to inspect construction on existing properties and new construction. The role involves reviewing building permits, preparing scale drawings, conducting field audits, and assisting taxpayers with appraisal process questions.
Responsibilities
Plans inspections. Compiles and examines information such as blueprints, building permits within the department computer, worksheets, maps, etc., for properties to be inspected
Creates an index to be exported into a handheld computer for input of field data collection information
Locates parcel-using GIS mapping system
Conducts field audits of construction on existing properties and new construction. Measures and sketches detailed diagram of structures into computer
This includes basic structures such as small office or retail shops as well as large warehouses, manufacturing plants, senior living facilities, apartments, and multi-story office buildings
Enters building materials used in foundations, exterior/interior walls, floors, finishes, electrical, roofs, and plumbing. Estimates age of improvement and condition to apply to cost approach
Records information from property owners and construction personnel
Classifies construction as to quality and attention to detail work
Reviews data collected and analyzes new cost approach value prior to leaving property
Completes utility assessment reports to be filed with State Tax Commission
Calculates the New Construction amount for new data collected and adds the proper coding
Maintains knowledge of construction industry and materials; construction site safety standards; appraisal process and real estate assessment regulations; and department procedures and policies
Trains new employees and assists them with becoming acclimated to the field appraiser process
Assists taxpayers by telephone and in-person with appraisal process questions
Locates permit identification numbers
Receives new subdivision plats, completes form with necessary appraisal information
Conducts yearly field audits on commercial Board of Equalization appeals and updates supporting documentation
Assess commercial buildings to determine any changes in occupancy
Reviews agricultural parcels in commercial neighborhood codes to ensure proper farming practices are being implemented to secure agricultural property classification
Gather information from leasing agents, conduct investigations, and assist in generating values for the income approach
Photograph and perform field audits on existing commercial structures for sales validation
Input commercial building permits
Assist the Special Assessment Department with cellular towers and exempt property field audits
Assist the residential department by conducting field audits whenever required
Answers the phones
Performs other duties as assigned
Qualification
Required
General or technical high school diploma or equivalent required
A valid motor vehicle operator's license and satisfactory driving record required
Employment is contingent on successfully passing a full criminal background check
Basic Math Test – Minimum score 75%
Written Appraisal Test – Minimum score 50%
Preferred
Vocational/technical training in real estate appraisal preferred
Two years real estate appraisal or construction industry experience highly preferred
