Development Services ManagerDevelopment Services Manager

Responsibilities
Direct planning, design, and delivery of site infrastructure (grading, drainage, utilities, stormwater, roadway connections) and vertical construction (buildings, parking structures, amenities, and site facilities)
Provide oversight of architects, structural engineers, and contractors to ensure building design integrates seamlessly with site development
Coordinate entitlement, permitting, and agency approvals across both site and building scopes
Monitor and manage budgets, schedules, and project deliverables for integrated land + vertical development projects
Represent the Owner's interests throughout all project phases, from entitlement and permitting through construction closeout
Assist in selecting and coordinating with contractors, consultants, and other third-party service providers
Review bids, negotiate contracts, and oversee compliance with Owner's objectives
Provide technical oversight and advocacy during permitting, agency coordination, and public hearings
Support construction administration, including shop drawing review, RFI responses, field inspections, and resolution of contractor issues
Ensure that Owner's financial, operational, and long-term maintenance considerations are protected
Build and maintain strong client relationships, acting as a trusted advisor on development strategy and execution
Support proposal development, fee structuring, and contract negotiations
Represent the firm in professional and community organizations, public meetings, and with regulatory agencies
Mentor and develop project managers, engineers, and technical staff
Establish and enforce project management standards, quality control processes, and best practices
Coordinate with firm leadership on resource planning, workload distribution, and strategic growth initiatives
Qualification
Required
Bachelor's degree in Civil Engineering, Construction Management or related field
7+ years of progressive experience in civil engineering and land development, including project management responsibilities
Demonstrated experience representing Owners/Developers on complex land development projects
Proven leadership, communication, and negotiation skills
Ability to manage multiple projects simultaneously and deliver results under tight deadlines
